PROJECT SUMMARY: The applicant proposes to demolish the existing structures on the site and then construct twelve 4-bedroom cottages w/pools, two 5-bedroom cottages w/pools, a central driveway, an elevated beach accessway w/ two shower. areas, a dune deck and a gazebo. Project Setting The project site is located 709 North Virginia Dare Trail (NC-12), combined Lots 4&5 within the Kitty Hawk Shores S/D of Kill Devil Hills, Dare County, and is adjacent to the Atlantic Ocean. The ocean front site is 74,164 ft2 (1.7 acres) in size with 59,223 ft2 (1.36 acres) landward of the First Line of Stable & Natural Vegetation (FLSNV). Elevations range from +7' above sea level on the western side of the property to +25' on the eastern side. It is currently developed with a single family residence, a garage/storage building, an elevated wood walkway w/ two platforms, a covered gazebo, a concrete driveway. and parking areas. The existing structures have not been maintained for a number of years and are now in disrepair. The eastern portion of the property is in a VE zone with a Base Flood Elevation height of 13' above sea level. An ±88' wide primary dune, located landward of the FLSNV, runs the width of the property and has a crest elevation of ±25'. Vegetation on the site consists of American Beach Grass, Sea Oats, Northern Bayberry, wax myrtle, Prickly Pear Cactus and Greenbrier. The immediate adjacent riparian properties on both sides of the site are both undeveloped Lots that are similarly vegetated. Lots beyond this have either been developed as single family residential or public beach access points. According to the 2020 long term erosion rate and setback factors, the erosion rate for this area is 2 ft/yr. The Ocean Erodible AEC extends 180' landward of the FLSNV. The waters of the Atlantic Ocean in this area are classified as SB by the Division of Environmental Management, and are open to shellfish taking. Development Proposal The applicant proposes to first demolish all of the existing structures and then construct a 14 structure cottage court (cluster home) development. Once demolition is complete, water and sewer line infrastructures will be installed. The area will then be prepared for the construction of a 20' wide Permeable Interlocking Concrete Paver (PICP) roadway with a 2' wide concrete border that will extend from North Virginia Dare Trail ±375' eastward into the CAMA Ocean Erodible AEC where a ±100' long "T" section will run in a north and south direction. Two individual 5-bedroom single family dwellings w/pools will then be constructed within the AEC, one to the north and one to the south of the "T". Each dwelling will be three -stories in height with a total enclosed floor area of 2,640 ft2 and a first floor elevation of 24' 4'/4" above 709 Nvdt, LLC c/o Prem Gupta Field Investigation Report Page sea level. The proposed pools and associated concrete decking will be 34'x24' in size. The dwellings and pools are located landward of the minimum CAMA setback distance of 60' as measured in a landward direction from the FLSNV and are west of the landward toe of the primary dune. Minimal grading and recontouring of the landward toe of the primary dune is proposed along the eastern side of the pools; however this is not expected to compromise the dunes integrity due to the width and height of the dune system. An elevated 4' wide beach accessway will extend from between the two 5-bedroom cottages into the 60' setback area to a 20'x20' unroofed elevated dune deck that will have a 12'x12' roofed gazebo extending off of the north side. The accessway will then continue over the dune with stairs ending 6' beyond the FLSNV. The remaining proposed development is landward of the Ocean Erodible AEC. This development includes the construction of 12 three-story, 4-bedroom single family dwellings that will have a total enclosed floor area of 2,290 ft2. Each of these dwellings will have a 20'x12' pool with associated concrete decking and a stormwater management infiltration gallery. Two proposed stormwater management basins will be installed along the western property line adjacent to North Virginia Dare Trail along with a proposed lift station with gravity sewer collection that will connect into the Kill Devil Hills wastewater treatment facility. It is estimated that the total disturbed area on the project site will be 51,235 ft2 (1.18 acres) and the applicant has indicated that a sedimentation and erosion control plan was submitted on April 5, 2021. The total proposed building coverage on the Lot landward of the FLSNV is 32,568 ft2 or 54.98% (with PICP reduction). Anticipated Impacts • The project as proposed will result in the total land disturbance of 51,235 ft2 (1.18 acres). A sedimentation and erosion control plan was submitted and silt fencing is proposed along the projects boundaries. • It is not anticipated that natural drainage patterns will be altered; however, stormwater management infiltration galleries are proposed for 12 of the single family dwellings along the north and south property lines. • Total proposed building coverage is 32,568 ft2 or 54.98% (with PICP reduction). • There are no known archaeological resources being impacted. • There are no known inconsistencies of development with the local land use plan or ordinances. Submitted by: Ron Renaldi Date: April 23, 2021 PROJECT NARRATIVE 709 Nvdt, LLC March 29, 2021 Project Description: RECEIVED APR 2 3 2021 DCM-EC The subject property is a recombination of Tots 4 & 5 of the Kitty Hawk Shores subdivision located on the Atlantic Ocean in Kill Devil Hills, Dare County, North Carolina. The property is a developed 1.70 acre parcel with a single family residence and detached garage, two gazebos and an elevated wood walkway to the ocean. The existing residence will be demolished and a 14 structure cottage court or cluster home development will be constructed. The proposed structures include 12 four bedroom cottages (building type A) and 2 five bedroom ocean front cottages (building type B). Each building will have a pool and required parking spaces under each building. An elevated wood walkway to the access the oceanfront is proposed and there will be a 400 square foot dune deck, 144 square foot gazebo, and open outside showers adjacent to the walkway. Construction Sequence: The existing structures will be demolished and removed to appropriate landfills. After removal of the existing structures the water and sewer lines will be installed prior to the roadway preparation and construction. The proposed 5 bedroom oceanfront buildings, walkway, dune deck, and gazebo will be constructed first and then the remaining 4 bedroom cottages.
