• -It was a pleasure speaking with you recently about the Town ofErwin's pending utility systems
operating permits. The Town of Erwin appreciates the Division of Water Quality's understanding -
as we haveprogressecithrough the process of utility consolidation with the County of Harnett.
,At theirFebruary 20, 2006 meeting, the Harnett County BOaid of Commissioners unanimously
• approved the Town of Erwin -County of Hamett,wity Consolidation AgreeMent. Our goal is to
complete the transition of water and sewer utilities Operations by July 1, 2006.

Due to the anticipated consolidation and subsequent ownership of the Town of Erwin's Water and
--sewer utility systems, the countY. of Harnett will also inherit the ToWdsoperating-perrints. Due
- to thig consolidation, the Town of Erwinintends not to renew NPDES Permit N,C0080560 for the
. operation of the Erwin Water Treatment Plant (WTP) which has a renewaldate Of 9/30/06.
_As a result of our earlier conversation on this matter, the Town of Erwin has completed the
Closure Compliance requirements your office requested andnow awaits your formal respOnse.
The Town ofErwin is also aware ofthe:status of Permit Nc0091406 (Erwin WWTP #2) and is
workifigAiligentlytowardS a satisfactory -resolution in.regards to this permit forall part1es=
- involved. ,Investigative work is currently underway which will provide answers for the -
determination of the most solution for this facility, I will provide your office with a
written course of action in regards to Nc0001406 as soon as a course of action is chosen
•Again, the Town- of Erwin expresseS its appreciation to you and the DWQ for your continuing
. • efforts in working with the Town of Erwin as we position the continuing operation of our public
