WWTP) NPDES Permit No. NC0001406 Please find below regional comments for he subject minor permit renewal, Applicant is not requesting modifidation of facility or flow 'afthis time-however„the. town plans to connect this system to, the Harnett. County Regional System and close the facility. Currently there is no timetable set for this event according to Erwin's City Manager. (A copy of his letter is attached.) • The last NPDES Compliance Inspection (copy attached)-resulted•in a Notice of Violation fOr two violations: • The first,violation Was operating without a.valid NPDES permit. • • The second violation was failure to obtain a laboratory certification for fieldTarameters. A review•of compliance data fromJanuary 2005 thru January 2007 revealed three fecal violations. Two of the violations resulted in civil penalties and the third violation resulted in a notice of violation. This facility does not have any chlorination or de-chlorinationtreatment units. • . . Since there is no timeline to have this facility connecteci-to the Harnett County Regional 'Wastewater Treatment. system the Town•of Erwin needs to immediately obtain a laboratory certification for field parameters. The • ..• Fayetteville Regional Office encourages the town to move as quickly as possible to'connect this facility to the regional system, as this would•relieve the birden of operating a wastewater treatment plant for "less than 20 home" HOwever, beforethe town connects to the regional system they. have a severe I/I,problem that needs to .. be addressed. For example, if the flow is averaging 0030 ingd and there is a significant amount of rainfall the •flow will increase to 0.130 mgd for a day before it returns to normal, according -to theotic. • ,Based on the above statements, the Fayetteville Regional Office recommends reissuance of this perinit in lceep with current basinwide strategy.
