Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the Eastover Sanitary
District Collection System on 4/20/2021. This inspection was conducted to verify that the facility is
operating in compliance with the conditions and limitations specified in Collection System Permit No.
WQCSD0552. The findings and comments noted during this inspection are provided in the enclosed
copy of the inspection report entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.
The Eastover Sanitary District Collection System is a deemed permitted system that operates five duplex
pump stations and has no known HPLs. The pump stations inspected (#4, #5 and #6) were secured with
restricted access and had proper signage complete with instructions for notification in the event of an
emergency. Manholes were in good condition with properly seated covers and no visible signs of
overflow.
Documents and records were very well organized. Records dating back for several years show the goal
of 10% of lines being cleaned annually is met, and often exceeded. Overall, the Eastover Sanitary
District Collection System is an orderly and well -maintained system overseen by attentive personnel.

Inspection Summary:
The Eastover Sanitary District Collection System is a deemed permitted system that operates five duplex pump stations and
has no known HPLs. Pump stations are inspected weekly with a full functionality test being conducted and logged. For each
pump station there is an individual record book. At the end of a month, logs from each station are organized and stored
accordingly, with a new log sheet being placed at each station. Inspection records included the inspection of alarms,
SCADA, exercising valves, pump equipment, etc.
The pump stations inspected were secured with restricted access and had proper signage complete with instructions for
notification in the event of an emergency. Audio and visual alarms were present at each station and were operable when
tested. Those inspected were: #4, #5 (Glenwood Lane), and #6 (Beard Road). All pump stations within the system are
equipped with SCADA. Manholes were also in good condition with properly seated covers and no visible signs of overflow.
The spill response plan is well developed and includes procedures for press releases, reporting, and spill management and
assessments for potential scenarios. The response plan also includes essential components such as access to
contractors, 24-hour contact numbers and cleanup materials. Grease education is distributed on the CCR and with billing
statements. Two locations, a Dairy Queen and a pizza shop, have recently been built and will be applicable for grease
control devices. Personnel deliver inspection forms for logging grease trap cleaning and a Grease Trap (GT) Master Listing is
kept in system records.
Documents and records were very well organized. Maintenance records are logged with work orders in a CNS system. A
preventative maintenance schedule has been established with a local electric contractor for the backup generator system.
The backup system consists of five static generators which are tested under load by personnel monthly as well as having
been programmed to run an automated test weekly. An AGO Certificate is upheld yearly. In 2020, the total length of lines
cleaned was 3,267 feet. Records dating back for several years show the goal of 10% of lines being cleaned annually is met,
and often exceeded. Overall, the Eastover Sanitary District Collection System is an orderly and well -maintained system
overseen by attentive personnel.
