The Compliance Evaluation Inspection was conducted by Mark Brantley of the Fayetteville Regional Office. The facility was found to be in Compliance with permit NC0001406. The cooperation of Mr. Sean Byrd, Grade IV OIT ORC, was greatly appreciated. As a reminder preservation of the Waters of the State can only be acquired through consistent NPDES permit compliance. Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary) This plant has recently been converted from a Grade III to a Grade II wastewater treatment plant. The facility has less than 20 houses plus two abandon textile mills on the collection system. One of the mills has been converted into an office park but has only a few tenants. The average flow to the wastewater treatment plant is around 0.025 MGD unless it rains. If it rains then the flow goes up significantly. Please check for possible sources of inflow and infiltration such as open manholes and storm drains that may be tied into the collection system. Environment 1 handles all of the required NPDES parameters except toxicity, which is handled by the Pace Laboratories. The Erwin WWTP #1 lab handles all of the field parameters however they are not currently certified for field parameters. Please begin using a certified laboratory for all field parameters immediately as required by the rules and regulations set forth in regulation 15A NCAC 02H 0800 by the Environment Management Commission under the authority of GS 143-215.3(a)(1); 143-215.3 (a)(10). As per conversation with wastewater plant staff it is understood that the Erwin WWTP #2 will be shut down and the flow diverted to Erwin WWTP #1 in or around July 2006. Please provide the Fayetteville Regional Office of the Division of Water Quality with a more specific timetable of this when one is available.
