Met with Trent Locklear, General Manager, Phillip Locklear, Operations Manager, and Ed Woloszyn, consultant with Terracon. Reviewed and verified information on the NOI. According to facility personnel, accumulations of sawdust, wood chips and similarly sized woody material that had been left behind by the previous owners of the facility (Nature's Earth Pellets, NCGNE0654) were removed from the facility grounds during the week prior to the site visit. Current owners do not plan to have such accumulations onsite for more than seven days, which would exempt analytical monitoring under the conditions of the current NCG210000 permit. Additionally, there should be no onsite vehicle maintenance activities where more than 55 gallons of new motor oil and/or hydraulic oil is used per month. Provided a general overview of the NCG210000 permit conditions including the development and implementation of a site -specific Stormwater Pollution Prevention Plan, which is in the process of being developed by the consultant, and Qualitative Monitoring requirements for the facility's four stormwater discharge outfalls. After review of the NOI and permit conditions, site observations were made of the material processing areas, silos, equipment storage area and outfalls. Regional office staff have no objections to issuance of coverage under the NCG210000 Stormwater General Permit.
