Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The site is primarily a roadway and pedestrian bridge over Southwest Creek, with wetland and forested edges. The project vicinity is mostly forested with Camp Lejeune developed areas approximately 0.5 miles to the north. 4b. Explain the purpose of the proposed project:* The purpose of the project is to stabilize the southwestern abutment of a pedestrian bridge over Southwest Creek. Scour due to Hurricane Florence has make the bridge unsafe and is threatening the western abutment. This project is intended to prevent further scour and protect the bridge structure. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The project proposes to stabilize the bridge by leaving the structure in place and installing rip rap around the western abutment. The top boards of the bridge were replaced in 2020, without work in waters of the US. Rip rap would be used to stabilize the western bank of Southwest Creek in order to prevent the western abutment from being compromised. This would be accomplished by filling the existing scour area and returning the bed of Southwest Creek to its original elevation. Rip rap stabilization would be keyed into the bank of Southwest Creek below the mean low water elevation and avoid adjacent wetland areas. Sediment and erosion control measures would be implemented according to NC requirements. Jurisdictional areas adjacent to construction areas would be clearly marked with protection fencing or other similar method to avoid inadvertent encroachment. Copies of permits and impact areas would be provided to the prime contractor and all subcontractors working in or near jurisdictional areas. Land clearing would take place along with installation of erosion control devices. Construction would be accomplished using typical equipment such as backhoes and dump trucks. The footprint of the scour measures has been adjusted to match the mean low water and avoid adjacent wetlands. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: The abutment of the structure will not be altered and the rip rap stabilization will be keyed into the bank. A floating turbidity curtain will be installed during construction to minimize sedimentation in the stream and maintain water quality. Rip rap shall be placed and not dumped to prevent sedimentation and damage to the existing bridge piles. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a. The contractor will be notified of this occurrence and visual observation of the work area will be performed to ensure no alligators are present during construction.
