Proposed Replacement of Moore County Bridge No 87 (Thunder Bridge) on South
Lakeshore Drive over Thagard Lake in the Village of Whispering Pines, North Carolina

Dear Ms Chapman
The Village of Whispering Pines has retained the firm of WSP to conduct planning, environmental, and
engineering services for the proposed replacement of Bridge Number 87 (Thunder Bridge) on South
Lakeshore Drive over Thagard Lake in the Village Of Whispering Pines, Moore County, North Carolina
(see attached maps) As an integral part of the planning and environmental process, we are soliciting
input from agencies concerning the potential social, economic, and environmental impacts of the
proposed project on the area A Programmatic Categorical Exclusion document will be prepared in
accordance with regulations of the Federal Highway Administration and National Environmental Policy
Act
The existing bridge, originally constructed in 1974, is proposed to be replaced in its current location The
existing bridge is 62 feet long and approximately 20 feet wide, and has a superstructure consisting of a
timber floor on continuous steel beams The substructure is comprised of one interior bent and two,end
bents on timber piles, and timber retaining walls at both ends of the bridge The replacement structure
is proposed as a three -span 21 -inch deep concrete cored slab, with an approximate length to be
between 100 to 110 feet The proposed replacement structure will carry two (2) eleven -foot wide travel
lanes with 3 -foot shoulders over Thagard Lake The bridge railing will consist of a concrete parapet with
two -bar metal rails designed to safely accommodate pedestrian and bicycle traffic Total bridge width
(out to out) will be between 30 to 33 feet The substructure will have two spill- through reinforced
concrete end bents and two interior bents that will likely be placed in Thagard Lake Minor
improvements to the approach roadway alignment and grade may be required to accommodate the
improvements It is anticipated that any widening, if necessary, will be minimal and will occur on the
east side to minimize impacts to right -of -way and utilities South Lakeshore Drive at the bridge site will
be closed to through traffic during construction A temporary offsite detour utilizing Lakeview Drive to
Niagara Carthage Road to South Lakeshore Drive is proposed Construction of the replacement
structure is expected to take less than six months
The purpose of the proposed improvements is to replace the existing bridge, which has a Sufficiency
Rating of 38 9 out of a possible 100 An inspection of the bridge conducted in March 2012 resulted in a

Priority Maintenance Notice due to decay of the timber piles Funding for this project is being provided
by the North Carolina Department of Transportation (80 %) and The Village of Whispering Pines (20 %)
To ensure that issues regarding the proposed project are fully evaluated, we request your written
response concerning any beneficial or adverse impacts of the project relating to the interest of your
agency We look forward to receiving your comments on the project within 30 days of the receipt of
