Bridge S880,is located at coordinates(DD)34.744766,-77.233540,approximately2.2 miles North of Hubert,NC and crosses Queen Creek near Riggs Road. Field work for the determination of potentially jurisdictional waters within the project study area for the Queen Creek Railroad Trestle Bridge replacement project was carried out September 14-16, 2020 by Michael Baker International. A Preliminary Jurisdictional Determination (Action ID: SAW-2019-01765)for the project was issued on December 15,2020 and is included in Attachment A. In its current state,Bridge S880 is a three-span structure that carries a single railroad track of the MCB Camp Lejeune— MCAS Cherry Point line over Queen Creek (non-tidal).The year of original bridge construction is unknown and as-built plans are not available.All spans are approximately 20'-4"± for a total bridge length of 61'±.The out-to-out bridge width is 10- feet.The bridge superstructure is a steel girder configuration with two 33"high steel W-beams.The deck consists of 8" x 8" open timber railroad ties with timber curbs on both sides. The substructure is comprised of two end bents with flared steel sheet pile wing walls and two intermediate pier bents.The end bents consist of a steel W-beam cap with an unknown number of buried piles.The intermediate bents consist of a 15" steel W- beam cap founded on four 11.5" x 12" steel H piles.All piles of the intermediate bents have partial height concrete jacket encasement from just above the cross-bracing connection to 1' below the waterline. Proposed Replacement The bridge will be removed and replaced in its entirety.The proposed replacement bridgewill consist of a 3-span trestle supported by driven 24"square prestressed concrete piles will be used for the interior bent substructure foundations found on the channel banks (five piles per bent).The replacement structure will include space for one track on the current alignment to match the existing condition with a 3'-0" wide walkway with railing along one side of the bridge.A closed ballasted concrete deck system that is 16'wide,with 8'draining to each side is proposed for this structure. Further, an approved JD, a proffered individual permit (and all terms and conditions contained therein), or individual permit denial can be administratively appealed pursuant to 33 C.F.R. Part 331, and that in any administrative appeal, jurisdictional issues can be raised (see 33 C.F.R. 331.5(a)(2)).
