The project area consists of low -density residential uses and vacant land that is comprised of a mixture of open fields and
woodlands. Some agricultural uses have occurred on the site. The surrounding land use consists of low- and high -density
residential, woodlands, agricultural, and institutional.

The applicant has stated the purpose of the proposed project is to construct residential housing to meet market demands
in the region.

The overall project consists of constructing a residential subdivision. The proposed limit of disturbance for the project are
located north of an existing perennial stream oriented west -to -east in the southern project area. Sediment and erosion
control measures and stormwater BMPs will be utilized for the duration of construction of the project, and permanent
stormwater BMPs will be used to serve the completed project.
The project consists of proposed impacts for internal circulation roads, necessary for site ingress/egress and emergency
vehicle access, and temporary impacts for sanitary sewer installation which will tie into existing infrastructure located
parallel and north of the perennial stream system on -site.
Typical earth moving equipment will be used, including pan, excavator, etc.

D. Impact Justification and Mitigation
1. Avoidance and Minimization
1 a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
Impacts have been avoided and minimized to the greatest extent practicable while still achieving the proposed project
purpose. The proposed temporary impact for sanitary sewer tie-in (impact W1) was designed to tie into an existing 25' sanitary
sewer easement, at a location that minimizes disturbance to the existing wetland areas in the southern portion of the site.
Disturbed areas will be revegetated upon completion of the project.
The proposed permanent impact W2 is required to construct the southernmost access road, which is necessary to meet
emergency access and site requirements and is unavoidable. The ROW is dictated by City of Charlotte requirements and their
standard street sections. The road is designed to be the minimum width necessary and incorporates 2:1 side slopes, and
minimizes impacts to the greatest extent practicable. The proposed road shows as stubbed with barricades per the Charlotte
Land Development Standards Manual (50.07A, 50.08 A,B,C), but construction of the road crossing of the perennial tributary
directly south of the limits of disturbance are not being contemplated by the applicant at this time.
Proposed permanent impact W3 is required to construct the westernmost acess road, which is necessary to meet emergency
access and site access requirements and is unavoidable. The ROW is dictated by City of Charlotte requirements and their
standard street sections. This crossing is designed with a perpendicular orientation to the portion of the wetland boundary with
the thinnest width, and minimizes impacts to the greatest extent practicable.
Initial site designs had proposed impacts of approximately 0.28 acre for the proposed stormwater control measure to the
southwest. The SCM was redesigned to avoid these impacts entirely.
Of approximately 2.64 acres of wetlands and 1,071 linear feet of stream within the proposed project area, approxiately 2.526
acres of wetlands and 1,071 linear feet of stream impacts are completely avoided under the current site plan.

Construction techniques will implement approved sediment and erosion control measures to avoid and minimize impacts to
downstream receiving waters and on -site resources, per State, local, and Federal ordinances and regulations. Construction of
the project will comply with all BMPs required by Nationwide Permit General and Regional Conditions.
