City Manager City of Kannapolis P.O. Box 1.199 Kannapolis, NC 28082-1199 Subject: Flow Acceptance Request The Grand Apartment Complex - Sewer 'Extension Mail to: RCI. Box 428 Concord, NC 2'8026-0428 Phone: 704786:176 3 Fax: 704.795, 7564 Dear Mr. Legg: This is in response to the ityrequest for flow acceptance received December 1() 2008, The Water and Sewer Authority of Cabarrus County (WSACC) has or currently expects to be able to make available capacity at the Rocky River Regional Wastewater Treatment Plant and appropriate sewer interceptors to transport and treat the wastewater from the proposed project entitled, "The Grand Apartment Complex - Sewer Extension", located along Trinity Church Road at the intersection with Orphanage Road in Kannapolis. The wastewater generated by this project will be conveyed through the City of Kannapolis' proposed and existing gravity system, and then enter WSACC's system at the following two locations: 1.. `Ithe existing 15-inch Afton Run Interceptor on the north side of Highway 73 2. The existing 42-inch Irish Buffalo Interceptor north of Orphanage Road. WSACC agrees to accept wastewater from the proposed residential development, which will include approximately 240 apartment units (522 bedrooms). `I°his is based on the information provided by Hall Engineering, Inc. (Engineer for the Project) using North Carolina. Department of Environment and Natural Resources (NCDENR) wastewater flow guidelines. The projected flows are 14,400 gpd and 48,240 gpd for the Afton Run Interceptor and the Irish Buffalo Interceptor, respectively (62,640 gpd. total); however WSACC expects the actual wastewater flows to more closely approximate 11,520 gpd and 38,600 gpd for the Afton Run Interceptor and the Irish Buffalo Interceptor, respectively. (50,120 gpd total), based upon Master Plan engineering data. By requesting flow acceptance, the City of Kannapolis acknowledges that WSACC may need to upgrade, expand., or construct new facilities to accommodate the increased flow volume granted by this and previous flow acceptance. Appropriate design and construction will be initiated when actual flows dictate but may be subject to situations that WSACC does not expect or control. Based upon flow of 62,640 gpd. and cost of S8.1.261gpd to provide treatment and transportation capacity, this flows acceptance represents an estimated. capital expenditure in excess of 509,013. For your information and based upon NCDENR wastewater flow guidelines, WSACC has approved 3,778,298 gallons of flow acceptance for the City. of Kannapolis from 1992 to present and 299,63() gallons of flow acceptance year-to-date including this request.
