Box 1199 Kannapolis, NC 28082-1'199 Subject: Flow Acceptance Request Craven Street Sewer Extension Office: 232 Davidson Hwy, Concord, NC 28027 Mail to: P,O, Box 428 Concord, NC 28026-0428 Phone: 704..7861783 Fax: 704.795:1564 Dear Mr. Legg: This is in response to the City's request for flow acceptance received May 19, 2008. The Water and Sewer Authority of Cabarrus County (WSACC) has or currently expects to be able to make available capacity at the Rocky River Regional Wastewater Treatment Plant and appropriate sewer interceptors to transport and treat the wastewater from the proposed Craven Street Sewer Extension project along Craven Street at the intersection with 13'11 Street in .Kannapolis. The wastewater generated by this project will be conveyed through the City of Kannapolis' existing and proposed gravity system, and then enter WSACC's system at the existing 18-inch Cold Water Creek Interceptor. WSACC agrees to accept wastewater from the proposed development, which will include four single family residential lots. This is based on the information provided by King Engineering of Concord, Inc. (Engineer for the Project) using 'North Carolina Department of Environment and Natural Resources (NCDENR) wastewater flow guidelines. The projected flow is 1,440 gpd; however WSACC expects the actual wastewater flow to more closely approximate 1,000 gpd based upon Master Plan engineering data. By requesting flow acceptance, the City of Kannapolis acknowledges that WSACC may need to upgrade, expand, or construct new facilities to accommodate the increased flow volume granted by this and previous flow acceptance. Appropriate design and construction will be initiated when actual .flows dictate but may be subject to situations that WSACC does not expect or control. Based upon flow of 1,440 gpd and cost of $8.126/gpd to provide treatment and transportation capacity, this flow acceptance represents an estimated capital expenditure in excess of $11,701. For your information and based upon NCDENR. wastewater flow guidelines, WSACC has approved 3,563,8,68 gallons of flow acceptance for the City of Kannapolis from 1992 to present and 85,200 gallons of flow acceptance year-to-date including this request. Based upon the approved flow acceptances, WSACC has committed capacity valued in excess of $28,959,991 for the City of Kannapolis since 1992 including $692,335 for this calendar year. Projects on the CIP are subject to approval by WSACC's Board of Directors, support from local governing bodies, regulatory approval, and funding availability. At this time there are no scheduled upgrades to WSACC facilities in the current six year Capital improvement Program (CIP) fa :.:spoke ven Street Sewer Ext. , 2008 Page 2 of that are located downstream of this proposed project.
