On behalf of Crane Resistoflex, Anchor QEA collected two stormwater samples on March 31, 2021, for the referenced facility covered by National Pollutant Discharge Elimination System Stormwater General Permit No. NCG030000 (Stormwater General Permit). This sampling event fulfills the compliance sampling requirement for Period 1 of 2021. In the samples collected from sampling locations OF-001 and OF-002, one monitoring parameter was not within the range of benchmark values specified in the general permit. All other parameters and constituent concentrations detected were below or within the acceptable ranges of the benchmark values specified in the general permit. This letter provides background information and describes the methods, findings, and conclusions regarding the stormwater sample collection and analysis. Background The most recent Stormwater General Permit for metal fabrication activities was issued by the North Carolina Department of Environmental Quality with an effective date of November 1, 2018, and it will expire at midnight on May 31, 2021. Sample collection and reporting protocol for this event followed the current permit requirements. The Stormwater General Permit indicates that the permittee shall complete analytical sampling on a semiannual schedule, once during the first half of the year (January 1 to June 30; Period 1) and once during the second half of the year (July 1 to December 31; Period 2), at a minimum, allowing at least 60 days between sample collection dates. The facility's two permitted outfalls and sample locations are labeled OF-001 and OF-002, as identified in Figure 2. Methods On March 31, 2021, Anchor QEA mobilized to the Crane Resistoflex facility to collect stormwater samples during a measurable storm event of approximately 0.99 inches of rainfall'. There had not been a measurable storm event in the 72 hours preceding this sampling event. The stormwater samples were collected from two outfalls labeled OF-001 and OF-002 (Figure 2). Samples were collected as indicated in the surface water sampling logs (Attachment 1) from the approximate center of the discharge streams and were transferred to laboratory -supplied containers. The containers were placed in a cooler on ice and delivered to Pace Analytical Services, Inc. (Pace), in Asheville, North Carolina, for laboratory analyses specified in the General Permit. Total Toxic Organic (TTO) analysis is not required for the Crane Resistoflex facility per Section B, Table 1, Footnote 6 of the General Permit, which states that Total Toxic Organics sampling is applicable only for those facilities that perform metal finishing operations, manufacture semiconductors, manufacture electronic crystals, or manufacture cathode ray tubes. The pH measurement was obtained in the field by placing a probe within the flow of the respective outfall. The pH measurement was recorded once stabilization occurred. Anchor QEA's equipment documentation and instrument calibration data sheet is included as Attachment 2. Anchor QEA also performed a stormwater discharge outfall (SDO) qualitative monitoring event during the stormwater analytical sampling event. The associated SDO qualitative monitoring reports are included as Attachment 3. Findings The laboratory analytical results are summarized in the Semiannual Stormwater Discharge Monitoring Report (Attachment 4). The samples contained concentrations lower than or within the range of the specified benchmark values for all constituents analyzed by Pace. The field measurement of pH obtained from OF-001 was not within the specified benchmark range of 6.0 to 9.0 standard units. The field measurement of pH for OF-002 was within the acceptable benchmark value range. The field measurement results are listed in the surface water sampling logs (Attachment 1), and pH results are shown in Attachment 4. The Pace analytical report and chain -of - custody form are included in Attachment 5. Available at: https://www.weatherforyou.com/ April 23, 2021 Page 3 Conclusions The stormwater sample results for outfalls OF-001 and OF-002 showed one result not within the specified benchmark range for pH in OF-001. All other parameters and concentrations were below or within the range of the benchmark values specified in the general permit for all constituents. Per the Stormwater General Permit, response activities included the following. 1. Conduct a stormwater management inspection of the facility within two weeks of receiving sampling results (results were received April 6, 2021). A stormwater inspection was completed on April 13, 2021. 2. Identify and evaluate possible causes of the benchmark value exceedance. This inspection did not indicate any obvious source of pH issues related to facility operations. However, low pH could be due to highly concentrated stormwater surge at the collection site. For future analytical monitoring events, field measurement of pH will be obtained directly from ambient precipitation if pH within either outfall exhibits a value outside of the specified benchmark range. 3. Identify potential, and select the specific feasible: source controls, operational controls, or physical improvements to reduce concentrations of the parameters of concern, and/or to bring concentrations within the benchmark range. Due to the cause of this parameter result, which was not within the specified range of benchmark values, new controls should not be necessary. 4. Implement the selected feasible actions within two months of the inspection. Not applicable. 5. Record each instance of a Tier One response in the Stormwater Pollution Prevention Plan (SPPP). Include the date and value of the benchmark exceedance, the inspection date, the personnel conducting the inspection, the selected actions, and the date the selected actions were implemented. This activity has been completed. The next analytical monitoring of stormwater discharges will be performed during another measurable storm event between July 1 and December 31, 2021, to satisfy the Period 2 of 2021 compliance period.
