The following comments by the North Carolina Division of Marine Fisheries (NCDMF) on the subject project are offered
pursuant to G.S. 113 -131. The applicant proposes to fill 1.5 (or 1.77) acres of 404 jurisdictional wetlands on a 5.45 acre
site to construct a commercial retail complex consisting of 8 buildings with associated sewage disposal systems, parking
areas, and driving isles.
Wetlands play a vital role in providing abundant food and cover for juvenile and adult finfish and shellfish as well as
improving water quality through filtration (Deaton et al. 2010). When reviewing permit applications the NCDMF looks
for the applicant to demonstrate avoidance and minimization of impacts by discussing other alternatives explored as well
as how wetlands have been avoided. The NCDMF is concerned with the wetland fill and how it will impact water quality
in a PNA. The applicant should further reduce the wetland fill to minimize the impacts to Jean Guite Creek.
