PROJECT SUMMARY: The applicant is proposing to construct a public boating access area including a parking area, storm water collection system, boat ramp and floating dock. PROJECT DESCRIPTION: The project site is located at 2000 Bricklanding Road, adjacent to the Atlantic Intracoastal Waterway (AIWW), near the town of Shallotte, in Brunswick County. To find the property from Shallotte, travel south on NC Highway 179 approximately 4 miles to Bricklanding Road SW. Turn left onto Bricklanding Road SW and travel approximately 1.4 miles to the street end of Bricklanding Road. The property will be located on the left hand side, at the corner of Bricklanding and Devane Road. The project site consists of two parcels, one approximately 95,639 square feet parcel and a parcel comprised of the abandoned street end of Bricklanding Road, which is approximately 15,840 square feet. The combined subject property is approximately 2.56 acres with approximately 315 feet of shoreline frontage on the AIWW. The elevation of the property varies from approximately 0-5' above normal high water (NHW). The majority of the shoreline of the property is stabilized with vegetation, the eastern most 100 feet of shoreline has been stabilized with rip rap. The highground of subject property is currently vacant with vegetation consisting of lawn grasses, shrubs, and a few palm trees on the highground. There are coastal wetland plant species located on the site adjacent to the AIWW, which consist of Salt Meadow Grass (Spartina patens), Glasswort (Salicornia spp.), Spike Grass (Distichlis spicata), Sea Lavender (Limonium, spp.) and Smooth Cordgrass (Spartina altemiflora). The coastal wetlands on the project site range in width from approximately 20 -50 feet in width from the edge of the highground. The applicant has provided documentation that NC DOT has abandoned the right of way at the street end of Bricklanding Road. However, remaining in the right -of -way are power poles, utility boxes, a pump station and underground utilities. The utilities along the right -of -way have been directionally bored and extend underground across the waterway and supply utilities to the Town of Ocean Isle Beach. The subject property and additional highground properties were authorized for development of the Atlantic Ocean Waterfront Resort by state Permit # 08 -09. State Permit # 08 -09 was issued to Coast to Coast Real Estate Development Inc. on January 9, 2009 authorizing the development of 15 campsites with water and sewer, a single lane community boat ramp, boat launch assist pier, and a pier with a gazebo /crabbing dock. The Brunswick County Land Use Plan classifies the upland areas of this project as transitional. The waters of the project site are classified as SA by the NC Division of Water Quality. These waters are NOT designated as Primary Nursery Area (PNA) by the NC Division of Marine Fisheries and they are OPEN to the harvest of shellfish. PROPOSED PROJECT: The applicant is proposing to construct a public boating access area including a parking area, storm water collection system, boat ramp and floating dock. The proposed upland development associated with the boating access area would include paved parking area, providing standard and ADA "vehicle with trailer" parking spaces, storm water treatment system, and a concrete maneuvering area with turnaround (see Sheet SD -3.0). With the exception of the stormwater collection system, concrete approach and turnaround, all development proposed is would be located outside of the 75 foot Estuarine Shoreline AEC. The proposed boating access area would require the southern and eastern portions of the site be disturbed and graded for construction. As proposed, the boat ramp would consist of two (2) 15 feet wide concrete ramps with an approach measuring approximately 38 feet wide and 55 feet long. The proposed boat ramp would be oriented along the south western portion of the property. The proposed boat ramp would be located approximately 25 feet from the property line adjacent of Bricklanding Road. The location of the proposed boat ramp is consistent with the previously permitted single land ramp authorized by State Permit #08 -09. According to the application, the proposed new boat ramp would have a footprint measuring approximately 45 feet wide (including retaining walls /breakwaters) by 110 feet long from the existing NHW boundary along the shoreline. The boat ramp would extend landward of the NHW boundary approximately 55 feet to achieve the adequate slope for launching vessels. The applicant is also proposing to excavate an access channel measuring approximately 64 feet in width by 50 feet in length and would be excavated to meet the -6 foot water depth contour at NLW. According to the applicant, approximately 350 cubic yards of material would be removed from below NHW for the access channel. The applicant is also proposing to excavate approximately 472 cubic yards of material to achieve adequate grade and slope for the proposed ramp. (see Sheet SD-6.0 and SD -6.1) The applicant has stated that the proposed construction methodology would be to construct the water dependant structures first, temporarily store the excavated material on -site in a designated spoil disposal area that measures approximately 50 feet wide by 50 feet long for dewatering. The material would then be transported to the Brunswick County landfill. The applicant has stated that the maximum depth at the end of the proposed ramp would be -6 feet at NLW. Sub grade construction materials would consist of 1 foot of Class B rip rap and 6 inches of washed stone would be used to prevent erosion, provide a foundation and prevent future movement of the ramp. The boat ramp would consist of an 8 -inch concrete slab. The applicant has not stated the construction method for the installation of the concrete slab. The proposed boat ramp would be stabilized with two (2) vinyl retaining walls /breakwaters. The proposed retaining walls /breakwaters would extend from the highground, slope with the ramp and provide stabilization for the ramp and approach. The proposed retaining walls /breakwaters on either side of the boat ramp would measure approximately 155 feet in length of which approximately 100 feet would be located below the existing NHW boundary. The portions of the wall /breakwater located above NHW would be constructed as retaining walls, providing shoreline stabilization and erosion control.' The NCWRC- Bricklanding Boating Access Area Page 3 portions of the wall located below the proposed NHW boundary would be constructed with 2 -inch gaps every 2 feet above the mud line. As proposed the ground -out floating dock, separating the ramps, would measure approximately 8 feet wide by 89 feet long as measured from the proposed NHW` boundary and would extend approximately 25 feet water ward of the edge of wetlands. 10. ANTICIPATED IMPACTS As proposed, the parking area, turn around and boat ramp approach would be located landward of the 30 -foot Coastal Shoreline Buffer (see Sheet SD3.0). The application states that approximately 1.66 acres will be graded or disturbed and result in a total of approximately 34,474 square feet of impervious surface coverage for the entire tract of which, approximately 1,140 square feet will be located within the 75 foot Estuarine Shoreline AEC. A portion of the boat ramp and approach, as proposed, would be located within the 75 foot Estuarine Shoreline AEC resulting in approximately 900 square feet of impervious surface. The applicant is also proposing to construct a storm water wetland located within the 75 foot Estuarine Shoreline AEC. The ground -out floating dock would incorporate approximately 880 sq. ft. of Estuarine Waters and Pubic Trust Area. As proposed, the access channel would impact approximately 3,200 square feet of shallow bottom habitat and would result in 350 cubic yards of material to be removed from below NHW. The applicant is also proposing to excavate approximately 472 cubic yards of material in the location of the proposed ramps to achieve adequate grade and slope for the proposed ramp. (see Sheet SD -6.0 and SD -6.1) The proposed boat ramp would impact approximately 3000 square feet of shallow bottom habitat and Estaurine Waters. Of the 3000 square feet, approximately 2,873 square feet of Coastal Wetlands located below NHW would be excavated and then filled and approximately 127 square feet of open water would be filled. The breakwater /retaining walls would fill approximately 200 square feet of shallow bottom and Estuarine Waters. The proposed ground -out floating would extend approximately 25 feet into the water body, which measures approximately 400 feet across. This distance would conform with the 1/4 width rule and the adjacent pier head alignment and would not encroach into the U.S. Army Corps of Engineers 80 -foot setback from the AIWW (see Sheet SD2.0). The proposed structures would not encroach into the 15 foot adjacent riparian corridor setback. Minor increases in turbidity can be expected during construction. The applicant has stated that an area, measuring approximately 10 feet in width and 150 feet in length, would be planted water ward of the existing coastal wetland vegetation with native wetland vegetation in order to offset the proposed wetland impacts. The applicant has not stated which species of vegetation would be planted. Submitted by: Holley Snider Date: January 2, 1013 Office: Wilmington Proiect Narrative Project Information: Date: 11 /16/2012 Bricklanding Road Boating Access Area Brunswick County Engineer: Mark Hamlett, PE North Carolina Wildlife Resources Commission 1720 Mail Service Center Raleigh, NC 27699 Project Summary: The Bricklanding Road Boating Access Area project it located southeast of the intersection of Bricklanding Road and Devane Road in Brunswick County, NC. The current property is grassed, with a portion of a pump station located in the northwest corner. Also existing on site is rip rap shoreline stabilization and several overhead electric lines. The previous owner obtained a CAMA Major Permit (8 -09) to install a single lane boat ramp on the site. The North Carolina Wildlife Resources Commission purchased the property, and did not transfer the permit as it involved numerous land owners. Due to this, a new CAMA Major Permit is required. The project property is adjacent to SA;HQW waters and will include a stormwater wetland to meet DWQ stormwater requirements. Construction Scope: The Bricklanding Road project will construct a new public boating access area to be operated and maintained by the N.C. Wildlife Resources Commission. The project will begin with the installation of erosion control measures, as shown on the approved Erosion Control Plans. These measures include silt fence, slit fence outlets, temporary construction entrance, and a skimmer sediment trap. Once these measures are installed, the site demolition will begin, which includes the removal of existing utilities and some areas of existing asphalt. After demolition, the water dependent structures will be constructed, which includes two concrete launch ramps, a floating dock, vinyl sheet pile breakwaters, and minor dredging. When the water dependent structures are nearing completion, the site work construction will begin. The site work includes grading, concrete curb and gutter, storm drainage, and an asphalt parking area. Other site work will include the skimmer sediment basin being converted to a stormwater wetland to runoff and meet DWQ requirements. Project Justification: This project involves the disturbance of existing Coastal Wetlands. As described below, the previous permit allowed some wetland disturbance, but this project increases the disturbance by 1,453 sf. This increase is justified by the high demand for public boating access in this part of the state. The closest WRC access area is located at Ocean Isle Beach and has parking for 58 trailered vehicles. That site is full for much of the year and additional access and parking is needed to meet the public demand. This site will provide an additional 25 parking spaces and two launch ramps, which will be a huge public benefit for the area. The original permit provided a single lane ramp, but a double ramp is much more efficient and will allow users to launch and retrieve their boats much faster. Impervious Surface: The total property owned by the Wildlife Resources Commission is 95,639 sf (2.19 acres). The pre - development impervious surface on the property is 6,378 sf (6.67 %). The post - development impervious surface on the property is 34,474 sf (36.0 %). The total project area consists of both the property purchased by the Wildlife Resources Commission, and also the end of the DOT right of way for Bricklanding Road. The total project area, including the right of way is 105,907 sf. The pre - development impervious surface for the total project area is 8,446 sf (7.97 %). The total post- development impervious for the total project area is 36,287 sf (34.26 %). Dredging: Dredging is required for this project. And area from the ramp and in front of the courtesy dock will be dredged to tie to the existing depth of -6. This dredging will be done bucket to barge and will remove approximately 350 cubic yards of material. Existing Stormwater Conditions: The existing site has no stormwater controls. However, there is currently very little impervious surface on the site. Due to this, and the sandy soils present on the site, the majority of runoff is infiltrated, with the remainder sheet flowing to the marsh and sound. Proposed Stormwater Conditions: The proposed project drains to a stormwater wetland. The wetland has an outlet structure what was designed to pass the 10 -year storm. The water flowing through the outlet passes to a level spreader and filter strip, which provides secondary treatment. 5 Ramps/Docks: The proposed project includes the construction of two, 15' wide, concrete launch ramps. An 8' floating dock will be installed between the ramps. Vinyl sheet pile breakwaters are to be installed on the outside of the ramps /dock. Wetlands: The CAMA/Coastal Wetlands were delineated by WRC staff and are to be field verified by DCM. The previously approved CAMA Major Permit (8 -09) allowed a single lane launch ramp. The footprint of that ramp has been shown on sheet SD -0.1 and would impact approximately 1,420 sf of coastal wetlands. The previously permitted ramp does not meet WRC standards and a larger ramp footprint is being requested. This new footprint would impact an additional 1,453 sf of coastal wetlands. The disturbance of coastal wetlands is being minimized to the greatest extent possible. In addition, this disturbance is being requested due to the need for more water access and the overall public benefit that would be provided by this boating access area. A total of 2,873 sf of wetlands is being disturbed with this project. An equivalent amount of new wetland grasses are being planted along the shoreline to mitigate this disturbance.
