This matter relates to the sanitary sewer overflow and lift station equipment failure that the City of Albemarle experienced during this time. This overflow is associated with all night rain event and failure of a pump. 02/19/2021 Incident number 202100722 was caused by a large rain event along with pump failure and I&I from Stanly County Collection System. To recap what happened during these hours, the high water alarm went off around 7am on the above mentioned morning. On call personnel were dispatched to the call. Upon arrival they noted that one pump was out and the one pump that was running was keeping up with flow at the time. The ORC was called out and arrived at 7:30 checked things and the lift station seemed to be holding its own. The ORC then made a call to Charles Underwood Pumps INC to bring a temporary pump (skid pump) on site and order a new pump . They advised the ORC that they would be there by 12 noon and have things set up. During this time the ORC which is over the Distribution system got a call that one leg of the raw water intake had blew out and that crews were going to shut that leg down and isolate the leak . The ORC left to go check the raw water intake out and help get the situation under control. During this time the ORC received a call form Michael Meilinger with NCDEQ who stated he was on site at the lift station and it was about to overflow at the time the ORC called the Back up and advised them to get the Vactor truck on site to stop or alleviate the possible SSO. The backup advised ORC that they were currently finishing up on sewer main stoppage in Hwy 52 and that they would be there as soon as possible. Shortly after this phone conversation ORC and back up arrived on site to find P 1704.984.9605 F 1704.984.9606 ra ALBEMARLE NORTH CAROLINA g aft flat Laird llpp0-tu.4 www.albemarlenc.gov PO Box 190 Albemarle, NC 28002 out that the lift station had in fact created a small SSO while in route but by the time they arrived it had stopped and caught back up with itself. This SSO was witnessed by NCDWQ staff that were on site. City equipment arrived on site and started the process of evacuating from the wet well , Crews were able to pump down the wet well with 4 loads to the point where the I&I from the county lift station had almost caught up and slowed down enough to not threaten the capacity of the wet well. The ORC and Back up then were advised by NCDWQ staff as to what to call the SSO in as and all parties came to an agreement on the SSO amount. Crews then cleaned up area with city equipment and washed down wet well and applied lime in affected area around wet well. Charles Underwood crew arrived on site around 1 and set up skid pump to compensate for pump going out until they could get our new pump in. I would also like to state that the City of Albemarle in the meantime has been working with LKC Engineering along with Charles Underwood INC doing several draw down studies and also looking at the sizing of the force main associated with this lift station. As of right now to help combat flow issues coming from the county the City along with above mention contractors and engineers are looking at upsizing the force main to pump more volume and will help the pumps run more efficiently The City of Albemarle appreciates the opportunity to provide this information for consideration in this matter.
