8.EQUIPMENT AND PRODUCTS OTHER THAN THOSE SPECIFIED MAY BE USED PROVIDED APPROVAL HAS BEEN

11.SOIL UNDER BUILDINGS AND PAVED AREAS SHALL BE COMPACTED TO STANDARD PROCTOR MAXIMUM DRY
DENSITY OR AS RECOMMENDED BY THE GEOTECHNICAL ENGINEER.
12.THE CONTRACTOR SHALL NOTE THAT THE DRAWINGS MAY NOT SHOW EVERY OFFSET, TRANSITION, FITTING,
ETC. THAT MAY BE REQUIRED. THE CONTRACTOR SHALL INSTALL SUCH STANDARD APPURTENANCES AS
REQUIRED TO CLOSELY FOLLOW THE GRADES AND ALIGNMENTS DEPICTED ON THE PLANS.

CONTACT ANY LOCAL UTILITIES THAT PROVIDE THEIR OWN LOCATOR SERVICES INDEPENDENT OF "NORTH

14.CONTRACTOR IS RESPONSIBLE FOR COORDINATING CONSTRUCTION ACTIVITIES WITH THE APPROPRIATE UTILITY
COMPANIES FOR ANY REQUIRED RELOCATION (I.E. POWER POLES, TELEPHONE PEDESTALS, WATER METERS,
ETC.).
15.EXISTING UTILITIES SHOWN ARE BASED ON FIELD SURVEYS AND THE BEST AVAILABLE RECORD DRAWINGS. THE

RETAINING WALL NOTES
1.THE RETAINING WALL ALIGNMENT SHOWN ON THESE PLANS DEPICTS THE LOCATION OF THE FRONT FACE OF
THE RETAINING WALL AT THE TOP OF THE WALL. THE CONTRACTOR IS RESPONSIBLE FOR ENSURING
RETAINING WALLS ARE NOT LOCATED IN ANY STREAM BUFFERS, AND THEIR CONSTRUCTION DOES NOT
ENCROACH INTO ANY ADJACENT PROPERTIES DUE TO ANY BATTER INCORPORATED IN THE DESIGN OF THE
WALLS.
2.RETAINING WALLS ARE TO BE DESIGN-BUILD PROJECTS BY THE CONTRACTOR. IT SHALL BE THE CONTRACTOR'S
RESPONSIBILITY TO OBTAIN FINAL CONSTRUCTION DRAWINGS FROM A REGISTERED ENGINEER AND GAIN ALL

3.RETAINING WALLS SHALL BE ASSUMED TO BE BACKFILLED WITH OFF-SITE BORROW MATERIAL OR PROCESSED

GEOTECHNICAL ENGINEER AND THE RETAINING WALL DESIGNER, THAT READILY AVAILABLE ON-SITE SOILS CAN

4.THE TOP AND BOTTOM OF WALL ELEVATIONS SHOWN ON THESE PLANS IDENTIFY FINISHED GRADE
ELEVATIONS ONLY. THE EXTENT THAT THE RETAINING WALL WILL BE EXTENDED BELOW GRADE TO THE

TELEPHONE AS SHOWN. THE CONTRACTOR IS RESPONSIBLE FOR CONTACTING EACH UTILITY COMPANY TO
COORDINATE REMOVAL OF ALL UTILITIES AND FOR DETERMINING HORIZONTAL AND VERTICAL LOCATIONS OF
UTILITIES PRIOR TO COMMENCING WORK.
11. THE CONTRACTOR SHALL CUT AND PLUG, OR ARRANGE FOR THE APPROPRIATE UTILITY COMPANY TO CUT AND
PLUG ALL SERVICE PIPING AT THE STREET LINE OR MAIN, AS REQUIRED, OR AS OTHERWISE NOTED. ALL
SERVICES MAY NOT BE SHOWN ON THE PLAN. THE CONTRACTOR SHALL INVESTIGATE THE SITE PRIOR TO
BIDDING TO DETERMINE THE EXTEND OF SERVICE PIPING TO BE REMOVED, CUT OR PLUGGED.
10.CONTRACTOR SHALL COORDINATE WITH UTILITY DEPARTMENT IN THE REMOVAL/RELOCATION OF EXISTING
POWER POLES AND OVERHEAD POWER LINES.
11.THE CONTRACTOR SHALL ARRANGE FOR RESETTING OF CURB BOXES, VALVE BOXES AND REMOVAL AND/OR

STORM DRAINAGE NOTES:
1.ALL WORK AND MATERIALS SHALL CONFORM TO THE LATEST EDITION OF THE UNION COUNTY, UNION COUNTY
PUBLIC WORKS DETAILS AND SPECIFICATIONS, AND NCDOT STANDARD SPECIFICATIONS UNLESS OTHERWISE
SPECIFIED IN THIS MANUAL.
2.ALL STORM DRAINAGE PIPES SHOWN SHALL BE REINFORCED CONCRETE (RCP) (MINIMUM CLASS III)
UNLESS NOTED OTHERWISE. CONTRACTOR TO COORDINATE WITH THE GEOTECH TO VERIFY TYPE OF
BEDDING REQUIRED BASED ON SOIL CONDITIONS. CONTRACTOR TO SELECT REQUIRED CLASS OF PIPE
BASED ON DEPTH OF PIPE AND BEDDING PROVIDED PER THE AMERICAN CONCRETE PIPE ASSOCIATION
GUIDELINES.
3.ONLY REINFORCED CONCRETE PIPE IS ALLOWED WITHIN THE PUBLIC ROW AND FOR PUBLIC STORM PIPE.
4.ALL PRIVATE STORM DRAINAGE PIPE SHALL BE REINFORCED CONCRETE PIPE, CONTECH CORRUGATED METAL
PIPE, CORRUGATED METAL PIPE, OR HIGH DENSITY POLYETHYLENE (HDPE) PIPE, AS APPROVED BY THE CEC. NO
OTHER TYPE OF PIPE SHALL BE USED WITHOUT PRIOR APPROVAL FROM THE CEC. ALL PIPES SHALL BE LAID
WITH THE BELL OR GROOVE UPGRADE AND THE JOINT ENTIRELY INTERLOCKING.
5.ALL CONCRETE SHALL BE 3600 PSI COMPRESSIVE STRENGTH. IN ORDER TO USE PRE-CAST STORM DRAINAGE
STRUCTURES IN ANY STREET RIGHTS-OF-WAY, PRIOR APPROVAL SHALL BE OBTAINED FROM THE CITY/COUNTY
ENGINEER.
6.ALL HIGH-DENSITY POLYETHYLENE PIPE SHALL BE CORRUGATED EXTERIOR/SMOOTH INTERIOR, CONFORM TO
THE REQUIREMENTS OF AASHTO SPECIFICATION M294 FOR CORRUGATED POLYETHYLENE PIPE AND SHALL
REQUIRE COUPLING BANDS AND FITTINGS.
7.CONCRETE PIPE USED WITHIN THE STREET RIGHT-OF-WAY SHALL BE A MINIMUM OF CLASS III REINFORCED
CONCRETE PIPE, WITH A MINIMUM DIAMETER OF FIFTEEN (15) INCHES (EIGHTEEN (18) INCHES MINIMUM ON
CROSS DRAIN CULVERTS WITHIN THE COUNTY).
8.THE MINIMUM COVER FOR ALL PIPE IS TWO (2) FEET. SPECIAL APPLICATIONS FOR LESS THAN TWO (2) FEET OF
COVER WILL BE REVIEWED INDIVIDUALLY.
9.CONCRETE MORTAR JOINTS SHALL BE USED FOR JOINING ALL CONCRETE PIPES. THE PIPE SHALL BE CLEAN AND
MOIST WHEN MORTAR IS APPLIED. THE LOWER PORTIONS OF THE BELL OR GROOVE SHALL BE FILLED WITH
MORTAR SUFFICIENT TO BRING THE INNER SURFACE FLUSH AND EVEN WHEN THE NEXT JOINT IS FITTED INTO
PLACE. THE REMAINDER OF THE JOINT SHALL THEN BE FILLED WITH MORTAR AND A BEAD OR RING OF
MORTAR FORMED AROUND THE OUTSIDE OF THE JOINT. THE APPLICATION OF INTERIOR MORTAR MAY BE
DELAYED UNTIL BACKFILL IS COMPLETED WHEN THE PIPE IS LARGER THAN THIRTY (30) INCHES.
10.PREFORMED JOINT SEALER, WHICH CONFORMS TO AASHTO SPECIFICATION M-198 FOR TYPE B FLEXIBLE
PLASTIC GASKETS, MAY BE USED IN LIEU OF THE MORTAR JOINING METHOD.
11.COUPLING BANDS AND FITTINGS SHALL BE USED FOR JOINING ALL HDPE PIPE. COUPLING BANDS SHALL COVER
AT LEAST ONE FULL CORRUGATION ON EACH SECTION OF PIPE. GASKET COUPLING BANDS ARE REQUIRED
BETWEEN ALL PIPE JOINTS. THE GASKET SHALL BE MADE OF CLOSED-CELL SYNTHETIC EXPANDED RUBBER
MEETING THE REQUIREMENTS OF ASTM D1056, TYPE 2. THE PIPE MANUFACTURER SHALL INSTALL GASKETS ON
THE COUPLING BAND. ALL COUPLING BANDS SHALL MEET OR EXCEED THE SOIL-TIGHTNESS REQUIREMENT OF
AASHTO STANDARD SPECIFICATION FOR HIGHWAY BRIDGES, SECTION 23, PARAGRAPH 23.1.5.4(E).
PIPEFITTINGS SHALL CONFORM TO AASHTO M252 OR AASHTO M294.
12.THE INTERIOR SURFACES OF ALL STORM DRAINAGE STRUCTURES SHALL BE POINTED UP AND SMOOTHED TO AN
ACCEPTABLE STANDARD USING MORTAR MIXED TO MANUFACTURER'S SPECIFICATIONS.
13.ALL PIPES IN STORM DRAIN STRUCTURES SHALL BE FLUSH WITH THE INSIDE WALL.
14.ANY STORM DRAIN STRUCTURES OVER THREE (3) FEET AND SIX (6) INCHES IN HEIGHT MUST HAVE STEPS IN
ACCORDANCE WITH STANDARD DETAILS.
15.ALL FRAMES, GRATES, RINGS, COVERS, ETC., MUST CONFORM TO THE STANDARDS.
16.ALL GRADED CREEK BANKS AND SLOPES SHALL BE AT A MAXIMUM OF TWO (2) FEET HORIZONTAL TO ONE (1)
FOOT VERTICAL (2:1) AND NOT TO EXCEED 10' WITHOUT SLOPE STABILIZATION.
17.ALL BACKFILL SHALL BE NON-PLASTIC IN NATURE, FREE FROM ROOTS, VEGETATIVE MATTER, WASTE,
CONSTRUCTION MATERIAL OR OTHER OBJECTIONABLE MATERIAL. SAID MATERIAL SHALL BE CAPABLE OF BEING
COMPACTED BY MECHANICAL MEANS AND SHALL HAVE NO TENDENCY TO FLOW OR BEHAVE IN A PLASTIC
MANNER UNDER THE TAMPING BLOWS OR PROOF ROLLING.
18.MATERIALS DEEMED BY THE GEOTECH OR ENGINEER AS UNSUITABLE FOR BACKFILL PURPOSES SHALL BE
REMOVED AND REPLACED WITH SELECT BACKFILL MATERIAL.
19.BACKFILLING OF TRENCHES SHALL BE ACCOMPLISHED IMMEDIATELY AFTER THE PIPE IS LAID. THE FILL AROUND
THE PIPE SHALL BE PLACED IN LAYERS NOT TO EXCEED EIGHT (8) INCHES, EACH LAYER SHALL BE THOROUGHLY
COMPACTED TO 95% OF THE MAXIMUM DENSITY OBTAINABLE WITH THE STANDARD PROCTOR TEST (A
DENSITY OF 100% STANDARD PROCTOR IS REQUIRED FOR THE TOP EIGHT (8) INCHES).
20.COMPACTION REQUIREMENTS SHALL BE ATTAINED BY THE USE OF MECHANICAL COMPACTION METHODS.
EACH LAYER OF BACKFILL SHALL BE PLACED LOOSE AND THOROUGHLY COMPACTED IN PLACE.
21.UNDER NO CIRCUMSTANCES SHALL WATER BE PERMITTED TO RISE IN UNBACKFILLED TRENCHES AFTER THE PIPE
HAS BEEN PLACED.
22.IF THE USE OF WAFFLE BOXES ARE ALLOWED AT THIS SITE, ALL PENETRATIONS FOR STORM DRAINAGE
PIPES MUST BE MADE WITHIN THE KNOCK-OUT PORTION OF THE BOX AND NOT AT THE CORNERS WHERE
THE STRUCTURAL INTEGRITY MAY BE COMPROMISED.

28.EXCAVATE EDGES OF ALL PLANTING BEDS TO 2 INCH DEPTH TO FORM A NEAT AND CRISP DEFINITION.
29.CONTRACTOR SHALL REMOVE DEBRIS AND FINE GRADE ALL PLANTING AREAS PRIOR TO INSTALLATION.
