INITIAL RESPONSE The Town of Ramseur Public Works and its staff must assess a sewage spill within 2 hours of first notice or report . The Public Works will get the necessary equipment ready to remove the blockage if one occurs and clean the site . Some materials needed to do so are rakes , shovels and lime . These employees are to be equipped with [ppe] to avoid contamination and to keep the public out of the spill area . Should the spill occur on the pavement : Stop the flow from getting into the storm drains by blocking the drains with dirt and our straw bales , try to capture the wastewater and pump into the downstream manholes . Place caution tape around the area and keep the public out , wash the area down with water . Should the spill get in a creek or ditch try to dam up the area , have septic tank haulers pump the water out and discharge into the downstream manholes , take water samples downstream and if necessary dam the area further downstream and pump the water out and discharge to manholes . Always keep the public out and use the appropriate [ppe]. Any spill which reaches surface waters must be reported to the Division of Water Quality . If we have a spill in a persons yard treat it the same as any any spill . PUMP STATION FAILURE in the event of a pump or power failure , always check breakers , check for downed power lines and vandalism. Do not attempt to do anything that you are not familiar with. Notify your supervisor always . We will start contacting the appropriate personnel. POST SPILL RESPONSE After blockages are removed , you must report the amount and duration of the spill to the Division of Water Quality , you must also submit the location of it also . This information is to called in to a speaking person not a voice mail within [4] hours of the occurrence and after 5:00 pm it is to be reported to the Division of Emergency Management . Any spill over 1000 gallons or any amount which can reach surface waters is to be reported . Continue to monitor the site . CONTINGENCY PLAN Submersible pumps and above ground pumps Check floats make sure they are in the correct position Always check breakers Reset Breaker Turn pump on see if it runs and if it does operate manually call for an electrician If it does not run at all , check to see if a transformer has tripped out and if so call Duke Energy and give them the account number which is written in the panel box Cali the septic tank providers and pump personnel , to set up bypass if we have one or to pull pump for repair Have the septic tank personnel pump the wastewater until service is returned Do not try to perform anything function that you are not familiar with which, could result in serious injury RESPONSE EQUIPMENT Sewer Jetter 700 gallon Straw bales -lime Tractor Mini Excavator Backhoe Pumps Generator REMEMBER THESE NUMBERS Division of Water Quality 336-776-9800 -- Report Spills during work hours must talk to a live person Division of Emergency Management 1-800-858-0368 after 5:00 must tell location-- permit number -time AERIAL SEWER LINES AND LOCATION Old Factory Road off Main Street approximately 140 If of 8 inch CIP Old Factory Road off Main Street -- two sections of 8 inch CIP approximately 50 feet KEY PERSONNEL AND CONTACT NUMBERS Jim McIntosh ORC 336-824-5100 336-302-3154 Greg Kenyon Supervisor 336-460-6296 Terry Lewallen 336-267-1875 Chad Evans 336-465-8701 Mark Fields 336-465-5916 Town Hall 336-824-4111 CONTRACTORS AND ELECTRICAL Charles Underwood Terrys Plumbing 919-775-2463 336-625-1090 Randy Cheek septic tank 336-879-3764 Sanford Industrial Electric 919-718-1179 Mitch McCoy Sanford Electric 919-602-3113 Duke Energy 1-800-419-6356 PARTS AND EQUIPMENT Carolina Water Systems 336-622-6969 Rodders and Jets 800-293-2012-- Mike Butner 336-681-3840 Town of Liberty 336-622-3090 TOWN OF RAMSEUR 20-YEAR CAPITAL IMPROVEMENT PLAN CONSTRUCTION COST ESTIMATE 0 - 6 Year Horizon - SUMMARY WATER DISTRIBUTION SYSTEM EXPENDITURES IN 0 - 6 YEAR HORIZON Project Description Construction Costs + Total Project Cost 1 Brooklyn Avenue - Replace 2" and 1" Galvanized mains with 6" PVC water main $95,000 $118,750 2.
