Dear Mr. Hales:
The Division received your application for a wastewater discharge permit on March 2, 1999.
Division personnel have reviewed and approved your application. Accordingly, we are forwarding the
attached NPDES discharge permit. This permit is issued pursuant to the requirements of North
Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and
the U.S. Environmental Protection Agency dated December 6, 1983, and as subsequently amended.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty
(30) days following receipt of this letter. This request must be in the form of a written petition,
conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of
Administrative Hearings, Past Office Drawer 27447, Raleigh, North Carolina 27611-7447. Unless such
demand is made, this decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division
may require modification or revocation and reissuance of the permit.
This permit does not affect the legal requirements to obtain other permits which may be
required by the Division of Water Quality or permits required by the Division of land Resources, the
Coastal Area Management Act or any other Federal or Local governmental permit that may be
required.

NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM
In compliance with the provision of North Carolina General Statute 143-215.1, other lawful
standards and regulations promulgated and adopted by the North Carolina Environmental
Management Commission, and the Federal Water Pollution Control Act, as amended, the
City of Kannapolis
is hereby authorized to discharge wastewater from a facility located at the
Kannapolis WTP
NCSR 1109
northwest of Kannapolis
Rowan County
to receiving waters designated as Irish Buffalo Creek in the Yadkin-Pee Dee River
Basin
in accordance with effluent limitations, monitoring requirements, and other
conditions set forth in Parts I, I1, Ill and IV hereof.
This permit shall become effective November 1, 1999.
This permit and authorization to discharge shall expire at midnight on October 31, 2003.

SUPPLEMENT TO PERMIT COVER SHEET
The City of Kannapolis is hereby authorized to:
1. Continue to operate an existing water-treatment system discharging filter
backwash. This facility is located at the Kannapolis Water Treatment Plant on
NCSR 1109 northwest of Kannapolis in Rowan County.
2. Discharge from said treatment works at the location specified on the attached
map into Irish Buffalo Creek, classified C waters in the Yadkin-Pee Dee River
Basin.

1. The discharge from this facility shall not cause turbidity in the receiving stream to exceed 50 NTU. If the
instream turbidity exceeds 50 NTU due to natural background conditions. the discharge cannot cause
turbidity to increase in the receiving stream.
All samples collected should be collected from a representative discharge event.
There shall be no discharge of floating solids or visible foam in other than trace amounts.

This facility is a conventional WTP using aluminum sulfate. Since issuance of the last permit, there
have been 4 Compliance Evaluation Inspections (CEIs) by personnel from the Mooresville Regional
Office.
CEI 16 November 1995
• No violations noted at the site.
• DMRs reviewed October 1994 — September 1995. Errors in frequency of sampling were noted, but
no limit violations..
CEI 8 August 1996
• No violations noted at the site.
• DMRs reviewed October 1995 — May 1996. No violations noted on the DMRs.
CEI 29 July 1997
• No violations noted at the site. Notice served that the on-site laboratory must be certified by Nc
DENR prior to providing sample analyses for several parameters (lab was not evaluated).
• DMRs reviewed July 1996 —June 1997. No violations noted on the DMRs.

• DMRs reviewed March 1998 — February 1999. No violations noted.
I reviewed DMRs for the period July 1997 — February 1998. One violation of the Total Suspended
Solids limit occurred in October 1997 (an NOV was issued at the time of DMR submission). Turbidity
violations occurred in November 1997 (Upstream = 9.0 NTU, Downstream = 59.7 NTU); December
1997 (Upstream = 30.1 NTU, Downstream = 50.5 NTU) and January 1998 (Upstream = 55.2 NTU,
Downstream = 56.3 NTU). No other effluent violations were noted.
The receiving stream is not impaired or threatened. Irish Buffalo Creek does not appear on the latest
303(d) list.

Dear Mr. Weaver:
We are requesting the Renewal of our NPDES permit to discharge
backwash water from the City of Kannapolis W.T.P. No changes have taken
place since issuance of the last permit pertaining to backwash operations.
The amount of backwash and its constituents have not changed.
We discharge our settled solids-Alum Residual to a lagoon. The
decanted water is sent to.a pre-treatment W.W.T.P. This does not include our
backwash water. A sludge management Plan Preliminary Design was completed
by FPS on 11/98. It includes an Equalization Basin, Sludge Thickner, Sludge
Holding Basin, and Sludge Drying Beds. We are currently waiting on Funding
Approval,
