Dear Mr. Hickman:
On December 8, 1999, the Division of Water Quality (the Division) received your request to
modify the existing permit for the subject site. We have conferred with the Mooresville Regional
Office regarding your concerns regarding "instantaneous" versus "continuous" recording.
While this issue does not significantly impair compliance to the permit in your case, the Division
feels that it warrants written clarification. 'Accordingly, we have altered your permit effluent
page and provide these changes herewith. Please note that your current system design is in
compliance with Footnote No. 3.
Please discard the old effluent page and replace it with the attached revised page. If you have
further questions, please don't hesitate to call Joe Corporon at (919) 733-5083,extension 597.

A. EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS
During the period following the effective date of the permit and lasting until expiration, the Permittee is
authorized to discharge treated groundwater from Outfall 001. Such discharges shall be limited and
monitored by the Permittee as specified below:

Dear Mr. Goodrich:
SKF USA, Inc., the current operator of the ground water remediation system at the former CR
Industries facility listed above is requesting a modification to the above referenced permit. This
request is being made to modify the effluent sampling method for chronic toxicity analyses.
Historically, a time composite effluent sample has been collected each quarter using an automatic
sampler that draws multiple aliquots of the effluent over a specified number of hours. The
sampler is connected to the remediation system controls so that it only draws an aliquot when
treated water flows from the treatment system. Due to low ground water flow generated from the
recovery wells in recent months, the ground water remediation system discharges infrequently.
As a result, the automatic sampler is not able to collect sufficient effluent sample volume
required for the composite sample.

Based on discussions with the NCDENR-DWQ, Mooresville Regional Office, it was agreed that
a modification to the current permit should be requested to allow collection of a grab sample for
chronic toxicity during periods of low flow, such as recently encountered. As also discussed
with DWQ, a flow rate criteria has been established to designate when it becomes possible to
reliably collect time composite samples. Accordingly, this letter serves as SKF USA's request
to modify the permit to allow collection of a grab sample for chronic toxicity testing when the
ground water remediation system effluent discharge rate falls below 30,000 gpd. If flows from
the remediation system are above that criteria, a time composite will be collected.
