Dear Mr.McGlocklin:
Division staff have reviewed and approved your renewal application for an NPDES discharge permit. Accordingly, the Division
is forwarding the subject NPDES permit. This permit is issued pursuant to the requirements of North Carolina General Statute
143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated
May 9,1994(or as subsequently amended).
The draft permit contained an error regarding the Whole Effluent Toxicity test. When the flow was reduced to 0.0072 MGD the
instream waste concentration(IWC)was not recalculated. Re-calculation of the IWC with the current permitted flow results in an
IWC of 0.17%. When the IWC is less than 0.25 % the applicable test is the Acute Toxicity, Fathead Minnow,Pass/Fail limit at
90%. Section A(1)and A(2)of your permit were modified accordingly.
Regarding the comments received from Hart and Hickman on your behalf,the following responses are offered:
• The name of the permittee was corrected in the permit.
+ The requirement to visit the site on a weekly basis is specified in 15A of North Carolina Administrative Code 8G .0204 (2)
(g). For Grade I physical/chemical systems,including groundwater remediation systems,the ORC is required to visit the site
weekly.
If any parts, measurement frequencies, or sampling requirements contained in this permit are unacceptable to you, you have the
right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be
in the form of a written petition,conforming to Chapter 150B of the North Carolina General Statutes,and filed with the office of
Administrative Hearings, 6714 Mail Service Center, Raleigh, North Carolina 27699-6714. Unless such a demand is made, this
permit shall be final and binding.
Please take notice that this permit is not transferable except after notice to the Division. The Division may require modification
or revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain other permits which may
be required by the Division of Water Quality, the Division of Land Resources, the Coastal Area Management Act, or any other

SECTION A(1). EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS
Beginning on the effective date of this permit and lasting-until expiration, the Permittee is authorized to
discharge treated groundwater from Outfall 001. Such discharges shall be limited and monitored by
the Permittee as specified below:

AM.ACUTE TOXICITY PASS/FAIL PERMIT LIMIT (QRTRLY)
The permittee shall conduct acute toxicity tests on a auarterfu basis using protocols defined in the North Carolina
Procedure Document entitled "Pass/Fail Methodology For Determining Acute Toxicity In A Single Effluent
Concentration" (Revised-July, 1992 or subsequent versions).The monitoring shall be performed as a Fathead
Minnow Ornephales promelas) 24 hour static test.The effluent concentration at which there may be at no time
significant acute mortality is 90% (defined as treatment two in the procedure document). Effluent samples for self-
monitoring purposes must be obtained during representative effluent discharge below all waste treatment. The tests
will be performed during the months of February, May,August and November.
All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge
Monitoring Form (MR-1) for the month in which it was performed, using the parameter code TGE6C.Additionally,
DWQ Form AT-2 (original) is to be sent to the following address:

Completed Aquatic Toxicity Test Forms shall be filed with the Environmental Sciences Branch no later than 30
days after the end of the reporting period for which the report is made.
Test data shall be complete and accurate and include all supporting chemical/physical measurements performed
in association with the toxicity tests, as well as all dose/response data.Total residual chlorine of the effluent
toxicity sample must be measured and reported if chlorine is employed for disinfection of the waste stream.
Should there be no discharge of flow from the facility during a month in which toxicity monitoring is required, the
permittee will complete the information located at the top of the aquatic toxicity (AT) test form indicating the facility
name, permit number, pipe number, county, and the month/year of the report with the notation of"No Flow" in the
comment area of the form.The report shall be submitted to the Environmental Sciences Branch at the address
cited above.
Should any single quarterly monitoring indicate a failure to meet specified limits, then monthly monitoring will
begin immediately until such time that a single test is passed. Upon passing, this monthly test requirement will
revert to quarterly in the months specified above.
Should the permittee fail to monitor during a month in which toxicity monitoring is required, then monthly
monitoring will begin immediately until such time that a single test is passed. Upon passing, this monthly test
requirement will revert to quarterly In the months specified above.
Should any test data from either these monitoring requirements or tests performed by the North Carolina Division
of Water Quality indicate potential impacts to the receiving stream, this permit may be re-opened and modified to
include alternate monitoring requirements or limits.
NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism
survival and appropriate environmental controls, shall constitute an invalid test and will require immediate follow-
up testing to be completed no later than the last day of the month following the month of the initial monitoring.

former CR Industries facility listed above, Hart & Hickman, PC (H&H) is providing comments
regarding draft permit No. NC0004260. Based upon a review of the draft permit by SKF USA
Inc. and H&H the following modifications are requested:
• The permit holder name should be changed from SKF USA, Inc. to SKF USA Inc.
throughout the permit (remove comma following SKF USA); and
• We purpose that the flow and ground water treatment system will be checked at least
twice per month instead of on a weekly basis as described in Section A (1) Effluent
Limitations and Monitoring Requirements.

Summary
The permit was originally issued to CR Industries for the treatment of domestic and industrial
waste. The permit has been modified extensively since it was issued in 1996. In 1998 they
added a groundwater treatment system and began discharging the treated groundwater
through the same outfall as the industrial/domestic treatment plant. In 1999 they closed the
facility and ceased the domestic/industrial discharge. - They eventually sold the facility and
the new owner connected the domestic/industrial portion of the effluent to the City of
Gastonia WWTP. SKF USA retained the groundwater treatment system and the
responsibility for its operation and maintenance. The groundwater remediation system was
installed to extract trichloroethene, tetrachloroethene and cis-1,2dichloroethene from the
groundwater.
Permit Issues
A permit modification was requested to allow for the collection of a grab sample for the
toxicity test due to the low flow into the treatment system. This permit renewal will also
incorporate the request for a name change from CR Industries to SKF USA Inc. SKF USA is
the parent company of CR Irdustries. CR Industries is no longer in operation. Hart &
Hickman, PC. is in charge of the operation and maintenance of the groundwater treatment
system.

measurement.

Basin Plan Crowders Creek is listed in the 303(d) list as biologically impaired due to
unknown causes.
COMPLIANCE REVIEW
In August 1999 they eliminated the discharge of the process and domestic wastewater and
from thereon the discharge consisted entirely of treated groundwater. For the purpose of
this permit renewal the data review and evaluation will look at the data since August 1999
(groundwater discharge only).
Notices of Violation (NOVs) No NOVs have been issued to the permitte for the period of
August 1999 to August 2001.
Whole Effluent Toxicity (WET) Test Data from August 1999 until August 2001 show that
they have pass all the toxicity tests.
DMR Effluent Data Review The average flow from the groundwater treatment system was
826 gpd. The maximum reported flow was 2,800 gpd. Trichloroethene was detected twice
at 2.7 Ng/I in May 2000 and 2.2 pg/I in January 2001. Methylene chloride was detected once
at 1.3 Ng/I. All other parameters were below quantitation levels.
Reasonable Potential Analysis(RPA) A RPA was done for trichloroethene (TCE). The
maximum predicted concentration was 7.56 yg/l, the allowable concentration is 81 Ng/l. The
analysis shows no reasonable potential for TCE to exceed the allowable concentration.
PROPOSED MODIFICATIONS
• Reduce the permitted flow from 0.0144 MGD to 0.0072 MGD. The permit limit of
0.0144 MGD was based on the capacity of the air stripper which is 10 gpm. Historically
the flow through the system has been between 500 to 2800 gpd since the system start-
up. This flow is more representative of the actual and expected conditions for the
treatment system., The application lists 5,000 gpd as their maximum expected flow. The
proposed flow limit allows the discharge of up to 5 gpm or 7,200 gpd. The consultant for
the facility, Bruce Hickman from Hart and Hickman was consulted and he agreed that
this flow will be adequate.
• Change the sampling type for Chronic Toxicity test from composite to grab. This change
was requested by the permittee because the flow through the system is low and a
composite sample can't be obtained. The Aquatic Toxicology Unit and the regional
office agree with this modification.
• Change the permittee name to SKF USA, Inc. SKF USA Inc. is the owner of the
groundwater treatment system. CR Industries is no longer in operation and the building
was sold.
• Eliminate monitoring for chloroform. This parameter has not been detected in the
effluent since the groundwater treatment system began operation.

1,2-Dichloropropane, methylene chloride, PCE and TCE.

Teresa,
I've reviewed the draft permit and it appears to me that the IWC was not recalculated with the new
permitted flow which was reduced from 0.0144 MGD to 0.0072 MGD. When I calculate the IWC using
0.0072 MGD and a 7Q10 of 6.7 cfs, I get 0.17%. In addition to a change in the IWC, this also results in a
'different toxicity limit; facilities with an IWC less than 0.25% get an acute fathead minnow pass/fail limit
at 90%.
Everything else with the permit appears correct.
Please re-check my calculations to make sure they are correct.

representative of the historical discharge at the facility. Also, the applicant request that he chronic

Pending review and approval by P& E, it is recommended that the NPDES Permit for this

As I recall, the region suggested that obtaining a composite sample was not
practical at this facility. I suggest confirming this with John Lesley. Are
they using a grab for their other parameters?
If so, then I have no problem with using a grab for toxicity.

On behalf of SKF USA Inc., Hart & Hickman, PC is submitting the enclosed NPDES permit
name change and permit renewal application for the CR Industries site in Gastonia. We
apologize for the lateness of this submittal. The original permit application was prepared by a
CR Industries employee who is no longer with the company and as a result, this request for
Pen-nit renewal "slipped through the cracks".
Permit Name Change
We have enclosed a completed name change form to designate the parent company of CR
Industries, SKF USA Inc., as the pen-nit holder. We have also indicated a new permit holder
contact on this form. Signatures for the former and new permit holder are both provided by SKF
USA since they owned CR Industries even before the original 1996 permit was issued, and
because the former permit holder contact, Mr. Layton Schuh, is no longer with CR Industries.
As discussed in the permit history below, property ownership changed in mid-2000, but
ownership and responsibility for the ground water treatment system on the property has not
changed. For this reason, we have not provided property sale documentation requested on the
form. Please advise if you require this documentation.
Permit Renewal Application
For clarity in future correspondence, the permit renewal form has been completed on the
presumption that the enclosed name change information will incorporated into the current permit
prior to processing the renewal application.

Summary of Permit History
Consistent with previous notices and requests for permit modifications sent to DENR, in the past
two years the site has undergone changes in ownership and water discharge modifications have
been made. We have summarized permit-related events for easy reference below:
Original permit signed November 25, 1996
This permit was issued to CR Industries for discharge of treated industrial process water
from their manufacturing facility in Gastonia to Crowders Creek.
Permit modification dated July 2, 1998
This modification was made to allow discharge of treated ground water along with the
original treated industrial process water via Crowders Creek.
Permit modification dated December 14, 1998
DENR was notified of CR Industries' plans to shut down and sell their Gastonia facility.
This permit modification was made to establish permit requirements for treated ground
water discharge at the point in time that discharge of treated industrial process water from
the CR Industries facility was terminated.
Change in property ownership in July 1999
SKF USA Inc., the parent company of CR Industries, sold the property in April 2000 and
treated industrial process wastewater discharge from the site ceased on July 31, 1999.
Sampling and analyses of the treated ground water discharge began at this point in time in
accordance with the December 1998 permit modification.
Permit modification dated October 22 1999
This modification was issued by DENR to add chronic toxicity testing to the
requirements for treated ground water discharge from the site.
Permit Modification dated March 27 2000
This permit modification was issued to allow use of a calibrated totalizing flow meter for
measurement of treated ground water discharge from the site.
Facility discharge modifications completed in October 2000
In the fall of 2000, the new property owner's industrial wastewater discharge piping was
connected into the City's municipal sewer system, eliminating the need for discharge of
this industrial wastewater stream to Crowders Creek. Consequently, only treated ground
water currently discharges from the new facility to the creek.

Request for permit modification dated February 5, 2001
This permit modification request was made to allow collection of grab samples for
chronic toxicity testing during periods of low treated ground water discharge rates (i.e.
low ground water recovery rates caused by season water table variations). Verbal
authorization has been received from DENR, but formal approval is pending.
