SUMMARY OF FACILITY AND WASTELOAD ALLOCATION
This facility has been permitted for nearly 20 years with secondary limitations. The most recent Nvasteload
allocation was completed in 1992. Secondary limits for BOD and TSS mere maintained though limitations for
ammonia were installed for protection against aquatic toxicity. No change in limits is proposed with this
rene%val.
TOXICITY TESTING:
None Required
COMPLIANCE SUMMARY:
A recieo of the facilim''s compliance history indicates that treatment has been consistent and quite good.
Effluent levels of BOD, ammonia, TSS. and fecal coliform are all quite low. The monthly average floe limit
was exceeded in November of 1998 but this seems to be a rare occurrence as average floes are consistently
less than half the permitted flow.
INSTREAM MONITORING:
The faciht is currently required to monitor fecal coliform. temperature, conductivity, and dissolved oxygen at
one upstream and one downstream location. The requirement to monitor conductinty will be deleted with this
renewal as conductivity monitoring is typically required where a high concentration of inorganic waste is
present. This is unlikely to be the case kith a 100% domestic discharge. Furthermore, a review of instream
data indicates no consistent elevation of instream values fi'om the upstream location to the downstream
location. Fecal coliform monitoring has been eliminated as the receiving stream is not 505(d) listed For fecal
impairment.
PROPOSED CHANGES:
• Effluent limitations pages for summer and winter will be consolidated onto a single page:
• Instream monitoring for conductivity'and fecal coliform mill be deleted:
• Effluent monitoring has been added for TRC: -
• Effluent temperature monitoring kill he included. The precious permit mistakenly required effluent
conductivity monitoring and no effluent temperature monitoring.
