This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated October 15, 2007, or as subsequently amended. We have made the following updates to the draft permit: 4 The instream monitoring special condition is removed from the permit. We have made the following updates to your previous permit: Y Included new monitoring for the upgraded 0.6 MGD wastewater treatment system in accord with the Authorization to Construct(A to C) No. 020443A01. The engineering certification has not been received. • Added updates to facility map and parameter codes. • Quarterly Mercury monitoring is included to provide a database for future mercury management. Proposed federal regulations require electronic submittal of all discharge monitoring reports (DMRs) and specify that, if a state does not establish a system to receive such submittals, then permittees must submit DMRs electronically to the Environmental Protection Agency (EPA). The Division anticipates that these regulations will be adopted and is beginning implementation. The requirement to begin reporting discharge monitoring data electronically using the NC DWR's Electronic Discharge Monitoring Report (eDMR) internet application has been added to your NPDES permit. Sample Location: E—Effluent, 1 Influent 3. The Division shall consider all effluent TRC values reported below 50 µg/l to be in compliance with the permit:. However, the.Pernittee shall continue to record and submit all values reported by a North Carolina certified laboratory(including field certified), even if these values fall below 50 µg/l. 4. The monthly average effluent HODS and "total Suspended Solids concentrations shall not exceed 15 percent of the respective influent value(85% removal). 5. Enterococci shall be calculated using the geometric mean, according to the procedure detailed in Part 11. Section A. 6. For.a given wastewater sample, TN�TKN+NO3-N+NO2-N, where TN is Total Nitrogen, TKN is Total Kjeldahl Nitrogen, and NO3-N and NO2-N are Nitrate and Nitrite Nitrogen, respectively. 7. Low level mercury analysis using El'A Method 1631E for all effluent mercury sampling is required. Samples shall be taken at the outfall but prior to mixing with the receiving waters. ELECTRONIC REPORTING OF DISCHARGE MONITORING REPORTS Proposed federal regulations require electronic submittal of all discharge monitoring reports (DMRs) and specify that, if a state does not establish a system to receive such submittals, then permittees must submit DMRs electronically to the Environmental Protection Agency (EPA). (a)l Beginning no later than 270 days from the effective date of this permit, the permittee shall begin reporting discharge monitoring data electronically using the NC DWR's Electronic Discharge Monitoring Report (eDMR) internet application. Monitoring results obtained during the previous'month(s) shall be summarized for each month and submitted electronically using eDMR. The eDMR system allows permitted facilities to enter monitoring data and submit DMRs electronically using the internet. Until such time that the state's eDMR application is compliant with EPA's Cross-Media Electronic Reporting Regulation (CROMERR), permittees will be'required to submit all discharge monitoring data to the state electronically using eDMR and will be required to complete the eDMR submission by printing, signing, and submitting one signed original and a copy of the computer-printed eDMR to the following address: NC DENR/Division of Water Resources /Information Processing Unit ATTENTION: Central Piles/ eDMR 1617 Mail Service Center Raleigh, NC 27699-1617 If a permittee is unable to use the eDMR system due to a demonstrated hardship or due to the facility being physically located in an area where less than 10 percent of the households have broadband access, then a temporary waiver from the NPDES electronic reporting requirements may be granted and discharge monitoring data may be submitted on paper DMR forms (MR 1, 1.1, 2, 3) or alternative forms approved by the Director. Duplicate signed copies shall be submitted to the mailing address above. Requests for temporary waivers from the NPDES electronic reporting requirements must be submitted in writing to the Division for written approval at least sixty (60) days prior to the date the facility would be required under this permit to begin using eDMR. Temporary waivers shall be valid for twelve (12) months and shall thereupon expire. At such time; DMRs shall be submitted electronically to the Division unless the permittee re-applies for and is granted a new temporary waiver by the Division. (11.)_(d)] All eDMRs submitted to the permit issuing authority shall be signed by a person described-in Part 11, Section B. (I 1.)(a) or by a duly authorized representative of that person as described in Part II, Section B. (11.)(b). A person, and not a position, must be delegated signatory authority for eDMR reporting purposes. For eDMR submissions, the person signing and submitting the DMR must obtain an eDMR user account and login credentials to access the eDMR systern. The segment is not listed as impaired in the 2012 North Carolina 303(d) report and there is no usage listing in the 2012 North Carolina Integrated report. Fecal coliform and conductivity monitoring were removed per a April 22, 2002 memorandum since the water body is not impair for coliform and the facility is not industrial for conductivity. In-stream Monitoring— Special Instream monitoring was removed from the previous permit. The regional office and Modeling and Assessment Branch concur with removing the special instream monitoring. RPA--A Reasonable Potential Analysis(RPA) was not applicable for any parameters for this permit renewal. Instream Monitoring Requirements Kathy, We have a permit that is up for renewal that has special instream monitoring in the Scuppernong River(Pasquotank River Basin). it is for the Town of Columbia WWTP permit NC0020443. We considering the removal of the special instream monitoring for the permit renewal. . Do you know if anyone in your unit is using this data for modeling? We don't really have any solid reason for why this requirement was added to the permit or why it has remained in the permit for a number of years. The special condition is required from June 1 to September 30 each year. Sampling required for DO,Temp, Salinity, Conductivity and pH is grab sampling at one-meter intervals. Nutrients and Chlorophyll-a are required as composite sampling throughout the photic zone at twice the secchi depth. I have found a few notes in the permit files from around 1995 in reference to DO and Chlorophyll being an issue in the Scuppernong, The 1995 notes also mention comparison to a nearby ambient monitoring station. One other possibility for the special instream monitoring would be because of the diffusers at the outfall. Also they were under an SOC in 1984 in order to add 6000 gpd to their 170,000 gpd flow at the time. It was noted in a 1984 memorandum, that DO would not drop in the river for this additional flow. One last note, if I am not mistaken,this segment of the Scuppernong is not currently listed as being impaired for anything. Instream Monitoring Requirements Everyone, A question has come up for the final of the Town of Columbia WWTP along with the ATC for the upgrades. (The WWTP was upgraded from 0.3 to 0.6 MGD, which is now Grade Ill.) The question is why are we requiring the Town of Columbia to do the special sampling in Condition A.(3.) (see original draft permit). The special condition is required from June 1 to September 30 each year. Sampling required for DO,Temp, Salinity, Conductivity and pH is grab sampling at one- meter intervals. Nutrients and Chlorophyll-a are required as composite sampling throughout the photic zone at twice the secchi depth. Considering that they will be required with great difficulty to report this on eDMR, was there any reason that you can recall in the past for why this special condition was included in the permit? We have instream data to give an answer, but we have forgotten the question. I have included attachments for two versions of the permit(with and without the special condition for instream monitoring). The new version excludes the Instream Monitoring Condition and leaves all instream samples as grab. The frequency will be 3 times a week for DO,Temp, Salinity, Conductivity(according to 15A NCAC 02B .0508 for a Grade III plant). The remaining parameters pH, NH3 as N,TKN, NO3-NO2-N,TN and Chlorophyll-a will be Quarterly instead of 2/Month. I open to ideas for these frequencies if we go without the special condition. I have found a few notes in the permit files from around 1995 in reference to DO and Chlorophyll being an issue in the Scuppernong. Also they were under an SOC in 1984 in order to add 6000 gpd to their 170,000 gpd flow at the time. If was noted in a 1984 memorandum,that DO would not drop in the river for this additional flow. The 1995 notes also mentions comparison to a nearby ambient monitoring station. One other possibility for the special instream monitoring i would be because of the diffusers. One last note, if am not mistaken,this segment of the Scuppernong is not listed as being impaired for anything. Please let me know if you have any thoughts, agree or disagree with removing this condition or have an suggestions for instream monitoring frequencies if we go without the special instream condition. Here's the results for Columbia: 1) All listed activations dates,expiration dates, monitoring frequencies were correct. 2) There is an issue with the instream monitoring as there are three sample locations required. Per Bob last email (I think what I recall) to make this work in BIMS will require setting up another outfall. FYI - A.(4) list the three locations. 3) The quarterly effluent sampling locations for TKN and Nitrite/Nitrate Nitrogen are listed as "U,D" should be "E". 4) The sampling location for TSS at 0.3 MGD only list "E"and omits "I". This is a moot point I assume since 0.6 MGD will be effective in 2 weeks. The TSS sample points for 0.6 MGD are correct. Hope this is helpful.
