The most recent Nvasteload allocation was completed in 1992. Secondary limits for BOD and TSS mere maintained though limitations for ammonia were installed for protection against aquatic toxicity. No change in limits is proposed with this rene%val. TOXICITY TESTING: None Required COMPLIANCE SUMMARY: A recieo of the facilim''s compliance history indicates that treatment has been consistent and quite good. Effluent levels of BOD, ammonia, TSS. and fecal coliform are all quite low. The monthly average floe limit was exceeded in November of 1998 but this seems to be a rare occurrence as average floes are consistently less than half the permitted flow. INSTREAM MONITORING: The faciht is currently required to monitor fecal coliform. temperature, conductivity, and dissolved oxygen at one upstream and one downstream location. The requirement to monitor conductinty will be deleted with this renewal as conductivity monitoring is typically required where a high concentration of inorganic waste is present. This is unlikely to be the case kith a 100% domestic discharge. Furthermore, a review of instream data indicates no consistent elevation of instream values fi'om the upstream location to the downstream location. Fecal coliform monitoring has been eliminated as the receiving stream is not 505(d) listed For fecal impairment. Box 29535 Raleigh, North Carolina 27626-0535 Dear Mr. Weaver: We are requesting a permit renewal for Cedar Park Estates wastewater treatment plant, NC NPDES PERMIT#NC0034711. Since our last permit was issued which expires 9/30/99 we have added a sludge digester to our package plant. The digester is 6,000 gallons with a 5,500 gallon operating capacity. This change was submitted for approval through the Mooresville office and granted. Liquid Waste Inc. of Charlotte removes the sludge from our digester. Sincerely, 77, C.M.
