Gaston County Dear Mr. Shellenbarger: On July 1,2002,a final permit for the subject facility will become effective. On June 28,2002,you brought to our attention a typographical error in the subject permit. This error relates to the instream sampling locations, which were erroneously listed as the locations for the Crowders Creek W-%.=. The instream sampling locations have been changed to reflect those in your previous perniit;this change is considered a typographical error and therefore constitutes a minor modification in accordance with 40 CFR 122.63 (a). Please find enclosed the revised permit pages. The revised pages should be inserted into your permit. The old pages may then be discarded. All other terms and conditions contained in the original permit remain unchanged and in full effect. This permit modification is issued under the requirements of North Carolina General Statutes 143- 215.1 and the Memorandum of Agreement between North Carolina and the U. S. Environmental Protection Agency. If any parts, measurement frequencies or sampling requirements contained in this permit modification are unacceptable to you,you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be a written petition conforming to Chapter 150B of the North Carolina General Statutes, filed with the Office of Administrative Hearings (6714 Mail Service Center,Raleigh,North Carolina 27699-6714). Instream monitoring shall be grab samples taken 3/wk (Jun-Sep)and 1/wk(Oct-May). 2. The monthly average effluent GODS and Total Suspended Solids concentrations shall not exceed 15%of the respective influent value(85%removal). 3- The Division may re-open this permit to require weekly average limits for ammonia. After calculating allowable concentrations,the Division will perform an analysis of past ammonia data to determine if there is a reasonable potential for this discharge to exceed these potential limits. If there is,this permit will be re-opened. If there is not,the permit will not be re-opened,but will contain weekly average limits for ammonia upon renewal. 4. The daily average dissolved oxygen effluent concentration shall not be less than 6.0 mg/1. 5. Compliance with the limit for Total Residual Chlorine shall be based upon a daily average value. 6. As a Tier 1 Facility,Long Creek VX WIT must monitor for color at upstream and downstream monitoring stations on a monthly basis,from April to October. In addition,monthly color samples of the effluent must be taken year-round. See Part A.(3.)for more information and other effluent color requirements. 7. Chronic Toxicity(Ceri�danhnia),P/F,19%;March,June,September,and December;See Supplement to Effluent Limitations and ivfonitoring Requirements Page-Special Conditions for flow of 6.0 MGD. S. The detection limit for cyanide is 10.0 ug/l. If the measured levels of cyanide are below the detection limit,then the measurement is considered to be zero for purposes of compliance evaluation and should be reported on the DMR as< 10.0 ug/l. 9. The current detection limit for mercury is 0.2 ug/l. If the measured levels of mercury are below the detection limit,then the measurement is considered to be zero for purposes of compliance evaluation and should be reported on the DMR as<0.2 ug/l. If mercury is detected in any sample,the presence of mercury can be verified using a separate split sample analyzed in accordance with EPA Method 1631. The result from this second analysis shall be used for compliance determinations. As of September 1,2003,all mercury samples shall be analyzed using EPA Method 1631. 10. The pl-I shall not be less than 6.0 standard units nor greater than 9.0 standard units and shall be monitored daily at the effluent by grab sample. There shall be no discharge of floating solids or visible foam in other than trace amounts. In the permit the Crowders Creek Monitoring Locations are listed instead of the South Fork River locations. The most recent locations identified on previous permits for Long Creek included the following: I. Upstream - Highway 275 or 200 feet above outfall . 2. Downstream - Spencer Mountain Dam Pool at dam 3 . South Fork bypass at SR 2003 4. South Fork 1.5 miles below tailrace at power lines Considering the fact that we are required by the permit to start monitoring the river next week, the City will monitor the locations listed above until further notice by your office. You have indicated that you will discuss this issue with your supervisor on Monday and get back with us at that time. Main Street Mooresville, N.C. 28115 Subject: Long Creek Wastewater Treatment Plant—Anaerobic Digestion Dear Mr. Gleason: In August of 1999, the City,of Gastonia began the use of Lime Stabilization at the Long Creek WWTP (NPDES # 0020184) in efforts to meet the 40 CFR Part 503 and the Land Application Permit (#WQ0001793) requirements for the Land Application of Wastewater Residuals. At the time of our request to move to lime stabilization, the Long Creek WWTP was experiencing high solids in the influent, Dissolved Air Floatation (Thickening) problems, and Digester problems that were.threatening compliance with the regulations. All along the City believed that hopefully lime stabilization was a temporary solution to the problems that we were experiencing. Since the time we began the lime stabilization we have focused on returning to anaerobic digestion. Since 1999 the City has seen decreased solids loadings, has improved/efficient DAF operation and is currently cleaning and working on the digesters in efforts to return to Anaerobic Digestion sometime in July. The City has and will keep Ms. Ellen Huffman of the Mooresville Office informed of our progress with the project.
