SUPPLEMENT TO PERMIT COVER SHEET

Duke Power Company
reby authorized to:
J . Enter into a contract for construction of any additional waste-
water treatment facility necessary to comply with the final
effluent limitation contained in this permit, and
' .- 2. After receiving an Authorization to Construct from the Division
of Environmental Management, construct and operate additional
wastewater treatment facilities necessary to comply with the
final effluent limitations contained in this permit,- and con-
tinue to operate and maintain the existing wastewater treatment
facility located at the Allen Steam Electric Generating Plant
(See Part III of this permit) , and
3. Discharge from said treatment works into the South Fork Catawba
River (001) and the Catawba River (002) which are classified Class
"A-II and H" waters respectively.

C. Certified Operator
Pursuant to Chapter 90A of North Carolina General Statutes, the permit-me
shall employ a certified wastewater treatment plant operator in responsible
charge of the wastewater treatment facilities. such operator must hold a
certification of the grade equivalent to the classification assigned to
the wastewater treatment facilities.

to comply with any applicable effluent standard or limitation issued a

of the Clean Water Act, if the effluent standard or limitation so
issued or approved:
1. Contains different conditions or is otherwise more stringent
than any effluent limitation in the permit; or .

2. Controls any pollutant not limited in the permit.
The permit as modified or reissued under this paragraph shall also
contain any other requirements of the Act then applicable.
K. The term "low volume waste sources" means, taken collectively as if
from one source, wastewater from all sources except those for which
specific limitations are otherwise established in this part. Low
volume wastes sources include , but are not limited to: Wastewaters
from wet scrubber air pollution control systems, ion exchange water
treatment system, water treatment evaporator blowdown, laboratory and
sampling streams, boiler blowdown, floor drains, cooling tower basin
cleaning wastes, and recirculating house service water systems. Sanitary
and air conditioning wastes are not included.
L. The term "metal cleaning waste" means any wastewater resulting from
cleaning (with or without chemical cleaning compounds) any metal process
equipment including, but not limited to, boiler tube cleaning, boiler
fireside cleaning, and air preheater cleaning. Metals cleaning will
be conducted according to Duke Power' s approved equivalency demonstration.
M. The term "chemical metals cleaning waste" means any wastewater resulting
from the cleaning of any metal process equipment with chemical compounds,
including, but not limited to, boiler tube cleaning.
N. It has been determined from information submitted that the plans and
procedures in place at Allen Steam Station are equivalent to that
of a BMP.
0. "Upset" means an exceptional incident in which there is unintentional
and temporary non-compliance with technology based perinif:_ef'f,-'kuent
limitations because of factors beyond the reasona¢fe' controTsof the
permittee. An upset does not include noncompliance tC_;'tNc�extend.caused
by operational error, improperly designed treatment f3 33tqs, inadequate
treatment facilities, lack of preventive mainteparce; '_cakless�pr
