In accordance with the application for discharge permit received on June ? 1999. the Division is
forwarding herewith the subject state - NPDES permit. This permit is issued pursuant to the requirements of
North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and
the U.S. Environmental Protection Agency dated December 6. 19S 3.
The following modifications have been made to the permit:
• Monitoring frequencies for BODS, TSS, temperature, pH and Fecal coliform changes to 3 times
per week.
• Monitoring frequency for Total Residual Chlorine changes from 2 times per week to weekly.
• Monitoring frequency for NH3 changes from 2 times per month to weekly.
• The deletion of monthly monitoring for copper, zinc, and lead after reasonable potential analysis
indicates no potential to exceed standard or action levels instream.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days
following receipt of this letter. This request must be in the form of a written petition. conforming to Chapter
15OB of the North Carolina General Statutes, and filed with the office of Administrative Hearings,6714 Mail
Service Center, Raleigh, North Carolina 27699-6714. Unless such a demand is made, this permit shall be
final and binding.
Please take notice that this permit is not transferable. Part II, EA. addresses the requirements to be
followed in case of change in ownership or control of this discharge. This permit does not affect the legal
requirements to obtain other permits which may be required by the Division of Water Quality or permits
required by the Division of Land Resources. Coastal Area Management Act, or any other Federal or Local
governmental permits may be required.

consisting of a flow splitter box, dual bars screens (one mechanical and one
manual), a grit chamber, a parshall flume, an ultrasonic now recorder with
totalizer, dual aeration basins with floating surface aerators, dual secondary
clarifiers, a chlorine contact basin with gaseous disinfection facilities, two sludee
drying beds and a stand-by power generator located at Norwood WWTP, U.S.

2. Discharge from said treatment works at the location specified on the attached map
into the Rocky River, which is classified C waters in the Yadkin — Pee Dee River
Basin.

SUPPLEMENT TO EFFLUENT LIMITATIONS
AND MONITORING REQUIREMENTS
SPECIAL CONDITIONS
A (2). CHRONIC TOYICI'1'Y PERMIT LIMIT (QUARTERLY)
The effluent discharge shall at no time exhibit observable inhibition of reproduction or
significant mortality to Ceriodaphnia dubia at an effluent concentration of 2.7 %.
The permit holder shall perform at a minimum, cluarterty monitoring using test procedures
outlined in the "North Carolina Ceriodaptutia Chronic Effluent Bioassay Procedure," Revised
February 1998, or subsequent versions or "North Carolina Phase 11 Chronic Whole Effluent
"Toxicity Test Procedure" (Revised-February 199S) or subsequent versions. The tests will be
performed during the months of March, June, September, and December. Effluent sampling for
this testing shall he performed at the NPDES permitted final effluent discharge below all
treatment processes.
If the test procedure performed as the first test of any single quarter results in a failure or ChV
below the permit limit, then multiple-concentration testing shall be performed at a minimum, in
each of the two following months as described in "North Carolina Phase II Chronic Whole
Effluent Toxicity Test Procedure" (Revised-February 1998) or subsequent versions.
The chronic value for multiple concentration tests will be determined using the geometric mean
of the highest concentration having no detectable impairment of reproduction or survival and the
lowest concentration that does have a detectable impairment of reproduction or survival. The
definition of "detectable impairment," collection methods, exposure regimes, and further
statistical methods are specified in the "North Carolina Phase It Chronic Whole Effluent
Toxicity Test Procedure" (Revised-February 1998) or subsequent versions.
All toxicity testing results required as part of this permit condition will be entered on the Effluent
Discharge Monitoring Form (MR-1) for the months in which tests were performed, using the
parameter code TGP3B for the pass/fail results and THP3B for the Chronic Value. Additionally,
DWQ Form AT-3 (original) is to be sent to the following address:

Completed Aquatic "Toxicity Test Forms shall be filed with the Environmental Sciences Branch
no later than 30 days after the end of the reporting period for which the report is made.
Test data shall be complete, accurate, include all supporting chemical/physical measurements
and all concentration/response data, and be certified by laboratory supervisor and ORC or
approved designate signature. Total residual chlorine of the effluent toxicity sample must be
measured and reported if chlorine is employed for disinfection of the waste stream.

Should there be no discharge of flow from the facility during a month in which toxicity
monitoring is required, the permittee will complete the information located at the top of the
aquatic toxicity (AT) test fart indicating the facility name, permit number, pipe number, county,
and the month/year of the report with the notation of "No Flow" in the comment area of the
form. The report shall be submitted to the Environmental Sciences Branch at the address cited
above.
Should the permittee fail to monitor during a month in which toxicity monitoring is required,
monitoring will be required during the following month.
Should any test data from this monitoring requirement or tests performed by the North Carolina
Division of Water Quality indicate potential impacts to the receiving stream, this permit may be
re-opened and modified to include alternate monitoring requirements or limits.
NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum
control organism survival, minimum control organism reproduction, and appropriate
environmental controls, shall constitute an invalid test and will require immediate follow-up
testing to be completed no later than the last day of the month following the month of the initial
monitoring.

SUMMARY OF FACILITY AND WASTELOAD ALLOCATION
The Town of Norwood is requesting renewal of existing permit for its wastewater treatment
facility. The facility discharges to the Rocky River and the stream classification is C. hi
se went of the Rocky River is not listed on the 1998 303 d list.
The receiving stream is 80 to 120 feet wide, however the depth of the river could not be
determined because of its muddy red color. The plant has a design capacity of 0.750 MGD.
MRO staff report states that permittee submitted a Preliminary Engineering Report proposing
several upgrades to the plant including an additional aerobic digester, rehabbing the existing
clarifiers, reconfiguring the influent flow meter, chlorine contact basin, and addition of sludge
drying beds.

Plant appears to be well operated. There were only three permit violations within the past
three years. All other limitations are being consistently met. The facility's average flow for the
past three years is 0.532 MGD, which is below the design flow of 0.750 MGD. Based on these
flows, the Norwood WWTP is at nearly 71% of capacity.

disinfection facilities, two sludge drying beds and a stand-by power generator.
f. Description of proposed W WT facilities: The permittee submitted a PER to the
Division proposing several upgrades to the WWTP. In particular, the PER
presented the following potential upgrades: addition of an aerobic digester,
rehabilitation of the existing clarifiers, reconfiguration of the influent flow meter,
expansion of the chlorine contact basin, and construction of additional sludge
drying beds. The permittee is in the process of securing funds for the upgrade
work and has yet to submit an ATC.
g. Possible toxic impacts to surface waters: Chlorine is added to the waste stream.

PART IV - EVALUATION AND RECOMMENDATIONS
The permittee is requesting that the existing permit for the subject facility be renewed.
The facility was well operated and maintained on the day of the site inspection. Significant
stormwater flows associated with infiltration and inflow have been identified within the facility's
collection system. During the previous 12 months, the average wastewater flow to the plant has
approached 70% of the permitted capacity. During the previous 4 months, the average
wastewater flow to the plant has exceeded 90%of the permitted capacity. The permittee is in the
process of securing funds for repairs to the collection system to reduce the flow associated with
I&I.
The permittee also indicated that the existing ultrasonic flow meter appears to be
reporting flows approximately 0.10 MGD above the actual flow. The parshall flume is located
within five feet downstream of a 90 degree bend in the wastewater influent channel. During the
inspection whirlpools were observed in the immediate vicinity of the parshall flume. Based on
these observations, it appears that the ultrasonic flow measurements are elevated but to what
extent remains to be determined. If flow continues to be recorded at the present levels, the
mechanism for monitoring flow through the plant may need to be altered,
It is recommended that the permit be renewed as requested.

The Town of Norwood is requesting renewal of existing permit for its wastewater
treatment facility. The facility discharges to the Rocky River and the stream
classification is C. The segment of the Rocky River that Norwood discharges to is
not listed on the 1998 303(d) list. However, there is a segment upstream of Norwood
that is rated as nonsupporting for nonpoint pollution - from source to SR2420,
Mecklenburg Co. The problem parameters are fecal coliform, turbidity, and sediment.
The receiving stream is 80 to 120 feet wide, however the depth of the river could not be
determined because of its muddy red color. The plant has a design capacity of 0.750
MGD. MRO staff report states that permittee submitted a Preliminary Engineering
Report (PER) proposing several upgrades to the plant including an additional aerobic
digester, rehabbing the existing clarifiers, reconfiguring the influent flow meter, chlorine
contact basin, and addition of sludge drying beds.
Current limits for the design capacity of 0.750 MGD are:
BOD5 30 mg/I
NH3 monitor
TSS 30 mg/l
Fecal 200/I00ml
Chlorine monitor
Monthly monitoring for copper, lead, and zinc.
Chronic toxicity test @ 2.7 % in March, June, September,
and December.
Compliance Data Review
Qw average —0.554 MGD from 12/98 — 11/99.
Qw average —0.538 MGD from 12/97 — 1 1/98.
Qw average — 0.5045 MGD from 12/96— 11/97.
One TSS violation in January 1999. One BOD5 violation in March 1998and one TSS
violation in June 1998.
Plant appears to be well operated. There were only three permit violations within the past
three years. All other limitations are being consistently met. The facility's average flow
for the past three years is 0.532 MGD, which is below the design flow of 0.750 MGD.
Based on these flows. the Norwood WWTP is at nearly 71% of capacity.
Per conversation with Tom Poe of Pretreatment. Norwood has an inactive pretreatment
program.

Chronic Toxicity Results
Facility has a quarterly Chronic Toxicity Test @ 2.7%. Since 1995, facility has passed
all toxicity tests. One bad test in June 1999, followed by a PASS in September 1999.
Appears to have no problem meeting the toxicity limit.
Instream Monitoring Data
There is no recommended instream monitoring for this facility because of the size
of the receiving stream and amount of dilution.
Reasonable Potential Analysis (RPA) Results
Norwood currently has monthly monitoring for copper, zinc, and lead in its
permit. Results of the RPA indicate that none of these parameters shows a potential to
exceed the instream standards based on the concentrations being discharged. Data from
the past three years were analyzed and none of the predicted concentrations for the
parameters exceeded the allowable concentrations. Based on this information,
recommend the deletion of monitoring for copper, zinc, and lead.
2/25/2000— Conversation with Dana Folley of Pretreatment—we reviewed
facility's application and saw that they listed receiving industrial wastewater from three
dischargers. No additional effluent information was attached however the application did
indicate that the following substances were in the discharge: NH3, cadmium (TCLP
sludge data), chromium (TCLP sludge data), lead, copper, and zinc. Dana said that the
presence of Cd and Cr in the sludge does not necessarily indicate presence in the effluent.
Because of the size of the receiving stream, more than likely none would be found.
Indicated that she wanted additional info on the three industrial discharges and had talked
with John Leslie in the MRO who was going to contact the Town. She said we should
not change the permit recommendation on Cu, Zn, and Pb. Would look at data after
talking to MRO, she may added parameters to the pretreatment permits if any are ever
assigned. Norwood is currently inactive but they may have to be revised.
Recommend renewal of NPDES permit for 0.750 MGD and most of its
existing limits, with the deletion of monthly monitoring for copper, zinc, and lead.

This letter is a request for renewal of the above described Permit for the Norwood
Wastewater Treatment Plant which expires November 30, 1999.
A Honeywell DR 4200 Circular Chart Recorder and Totalizer with a Bernhard
Sonargage 8000 transmitter was installed 8-14-95 for recording sewerage flows into the
plant.
Enclosed is the Permit application and a narrative of sludge handling. Should you

SLUDGE HANDLING
Sludge generated in the treatment processes.of the.WWTP are pumped to drying
beds which consists of rock and filter sand bottoms with piping for dewatering back into
the Treatment Plant. After drying, the dried sludge is loaded into dumpsters and
transported to the Uwharrie Land Fill in Troy,NC for disposal.
