This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U. S. Environmental Protection Agency dated December 6, 1983. Please be advised that the following changes have been incorporated into the final permit: • The monitoring frequency for BOD,TSS,pH and fecal coliform has been changed from 2/month to weekly as per the North Carolina Administrative Code Section 15A NCAC 2B.0500. The monitoring frequency for ammonia has been changed from monthly to 2/month as per the North Carolina Administrative Code. Section 15A NCAC 2B.0500. • The monitoring frequency for temperature has been changed from daily to 2/week as per the North Carolina Administrative Code Section 15A NCAC 2B.0500. • The monitoring requirement for Total Residual Chlorine (TRC)has been changed from 66 µg/1 to 28 µg/1 as per current Division policy (i.e. TRC is being capped at the acute level). • Special Condition A.(2). has been added to track the addition/connection of sewer lines leading to the existing treatment system. The facility currently has a TRC limit of 66 µg/l. This limit was changed to 28 µg/I as per current Division Policy (it is being capped at the acute level). Upon review of the available DMR data, it appears that the facility may have a problem meeting this condition. Region, please comment on this issue. Should we leave the permit condition as stated in the last permit cycle or should we give them a more restrictive limit? The following language was included in Section 6.4 (Priority Issues and Recommended Management Strategies by Subbasin) of the Little Tennessee River Basinwide Water Quality Management Plan: Scott Creek: Scott Creek has a use-support rating of Support Threatened. The causes and sources of this rating have not been determined. To protect this creek from further degradation, potential pollutants should be identified. Local governments and agencies, along with the non-point source team members, may be good resources for identifying the problem and solutions for restoring this waterbody. Region, please comment on the need for any special permit conditions in response to the language identified above. • Staff Review and Evaluation (Continued) NPDES Wastewater Permit The DMR data was reviewed for the period of 1996 to present. It appears that the facility is operating within the conditions of the permit. One minor issue is the location where the facility is collecting its downstream sample. The permit requires that the facility collect this sample 50 feet downstream of the discharge. It looks like the facility is collecting this sample 100 feet downstream of the discharge point(this information is reported on the DMR form). Region please comment on any possible concerns of where the downstream sample is currently being collected. It is recommended that the,permit be renewed as drafted. The facility currently has a TRC limit of 66 µg/l. This limit was changed to 28 µg/1 as per current Division Policy (it is being capped at the acute level). • A compliance evaluation inspection was performed by Bill Anderson (ARO) on June 26, 1996. His conclusions are as stated " the facilities continue to be well operated and maintained.
