Dear Mr. Ellington:
The Division issued NPDES permit NCO020231 to the Town of Louisburg on May 1;
2000. The Division has reviewed your request for permit modification at the subject facility.
Specifically, you requested that the limit and monitoring for lead be eliminated from the permit.
In accordance with your permit modification request, the Division is forwarding herewith a
modification to the subject permit. An updated analysis indicates that your discharge does not
have reasonable potential to exceed the water quality standard therefore the limit for lead has
been removed from the permit.
Though monitoring the effluent for lead shall remain the frequency of monitoring has
been modified to monthly. On June 6, 2000, the self-monitoring data indicated that the effluent
contained lead at a concentration of 11 gg/L, therefore lead monitoring cannot be removed at this
time. If the effluent from the facility continues to show lead concentrations below measurable
levels for a period of one year or greater, the facility may request that the lead monitoring be
removed from the permit.
Enclosed please find the modified effluent limitations page. This page should be inserted
into your permit and the old one discarded. This permit modification is issued pursuant to the
requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement
between North Carolina and the U. S. Environmental Protection Agency dated December 6, 1983,
Please take notice that this permit is not transferable. Part 11, EA. addresses the
requirements to be followed in case of change in ownership or control of this discharge. This
permit does not affect the legal requirement to obtain other permits which may be required by the
Division of Water Quality or permits required by the Division of Land Resources, Coastal Area
Management Act or any other Federal or Local government permit that may be required.
If any parts, measurement frequencies or sampling requirements contained in this permit
modification are unacceptable to you, you have the right to an adjudicatory hearing upon written

request within thirty (30) days following receipt of this letter. This request must be a written
petition conforming to chapter 150B of the North Carolina General Statutes, filed with the Office
of Administrative Hearings, Post Office Drawer 27447, Raleigh, North Carolina 276 1 1-7447.
Unless such demand is made, this decision shall be final and binding.

Footnotes:
I. Sample Location: E—Effluent,I--Influent, U—Upstream 100 feet from the outfali, D—Downstream of outfall
at NCSR 1001.
2. The monthly average effluent BOD5 and Total Suspended Residue concentrations shall not exceed 15% of the
respective influent value(85 °Io removal).
3, Summer is defined as the period from April 1 through October 31; and winter is defined as November 1
through March 31.
4. The daily average dissolved oxygen effluent concentration shall not be less than 5.0 mg/l.
5. Fecal Coliform shall be calculated using the geometric mean, according to the procedure detailed in Part II.

6. The pH of the effluent shall not be less than 6.0 nor greater than 9.0(on the standard units scale),

I The Town of Louisburg has requested that lead be deleted from the permit. Attached
is a copy of their request and a summary of data collected for several months. All
analyses show lead to be <5ug/l. We have reviewed the DMRs and verified this
information.
The Town has no known source of lead tributary to their collection system. The
Town has no Pretreatment program.
We recommend that lead be deleted from the permit.

Subject: Total Lead for Permit No_ NCO020231
Dear Mr, Cashion:
During our telephone conversation on July 07, 2000 we were discussing the Town of
Louisburg's new permit that became effective on May 01, 2000. During this discussion,
you mentioned the idea of removing the new limit for total lead or removing the total lead
parameter all together due to the fact that Louisburg's total lead analysis is always below
detection limits. I have enclosed seventeen months of Louisburg's total lead analysis
with this letter. As you will see, all total lead analyzed was below the detection limit of
0.005 MG/L_ At this time 1 would like to request that total lead be removed from the
Louisburg permit. The cooperation of your office on this matter would be greatly
appreciated. On behalf of the Town Of Louisburg, I would like to thank you for the help
your office has provided to the Water Reclamation Staff.
