The Division received your correspondence regarding the restart of the treatment system at the Statesville Fertilizer
Plant Please note that the suspension of effluent monitoring granted by the Division has been terminated, effective
11/1/2010
The restart of the system planned for 11/9/2010 should allow sufficient time to collect all the samples required by the
permit during November If you have any problems with the system restart, contact Wes Bell [wes bell@ncdenr gov] in
the Mooresville Regional Office

Duncklee & Dunham, P C (Duncklee & Dunham), on behalf of Southern States Cooperative, Inc
(Southern States), by means of this letter is notifying the North Carolina Division of Water Quality
(NCDWQ) Surface Water Protection (SWP) Section of the reactivation of the groundwater treatment
system at the above referenced site The NPDES permit covers the discharge from the groundwater
remediation system The permit was placed on an "Inactive" status in May 2010 to service the treatment
system and to reduce the costs associated with monthlv reporting of"no flow" and site inspections
Since May 2010, the pH monitoring system was upgraded, recovery wells were serviced, and the
electrical components upgraded
The treatment system is scheduled to be reactivated on Tuesday, November 9, 2010 Compliance
monitoring in accordance with the NPDES permit will commence once the system is oper .
