Stevens, Director ENVIRONMENT AND NATURAL RESOURCES October 4, 1999 Layton Schuh - Chicago Rawhide 4328 South York Road Gastonia, NC 28053-1767 Subject: NPDES Permit Modification Permit Number NCO004260 CR Industries-Gaston County Dear Mr. Schuh: The Division issued NPDES permit NCO004260 to the CR Industries on November 26, 1996. The last permit modification was issued on December 14, 1998. August 27, 1999, the division received notice that the industrial-domestic combined wastewater treatment system had ceased operation. Therefore, as of September 1, 1999, CR Industries' operation of the groundwater remediation system is permitted per page A(2) `Effluent Limitations and Monitoring Requirements' contained in the December 14, 1998 NPDES modified permit. Page A(1) should be removed from your permit and discarded. With regards to the increase in flow from 10 gpm (0.0144 MGD) to 11 gpm (0.0158 MGD), increasing flow is defined as a major modification requiring 30-day public notice. The division recommends that flow modification be postponed until NPDES permit renewal (the current permit expires September 30, 2001). Please document in the renewal application, which is due 180 days prior to expiration, CR Industries' desire to modify the permitted flow from 0.0144 MGD to 0.0158 MGD. This permit modification is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U. S. Part II, E.4. addresses the requirements to be followed in case of change in ownership or control of this discharge. This permit does not affect the legal requirement to obtain other permits which may be required by the Division of Water Quality or permits required by the Division of Land Resources, Coastal Area Management Act or any other Federal or Local government permit that may be required.
