Dear Mayor Printz:
Division personnel have reviewed and approved your application for renewal of the subject
permit. Accordingly, we are forwarding the attached NPDES discharge permit. This..permit is issued
pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of
Agreement between North Carolina and the U.S. Environmental Protection Agency dated May 9, 1994
(or as subsequently amended).
This final permit includes no major changes from the revised draft permit send to you on
September 12, 2007. The statement "All samples collected should be from a representative
discharge event" is added for clarity in the Section A. (1.) narrative.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty
(30) days following receipt of this letter. This request must be in the forth of a written petition,
conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of
Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless
such demand is made, this decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division
may require modification or revocation and reissuance of the permit. This permit does not affect the
legal requirements to obtain other permits which may be required by the Division of Water Quality or
permits required by the Division of Land Resources, the Coastal Area Management Act or any other
Federal or Local governmental permit that may be required.

TO DISCHARGE WASTEWATER UNDER THE
NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM
In compliance with the provision of North Carolina General Statute 143-2 IS.1, other lawful
standards and regulations promulgated and adopted by the North Carolina Environmental
Management Commission, and the Federal Water Pollution Control Act, as amended, the
Town of Yanceyville
is hereby authorized to discharge wastewater from a facility located at the
Yanceyville WTP
Old Highway 62
Yanceyville
Caswell County
to receiving waters designated as Fullers Creek in the Roanoke River Basin
in accordance with effluent limitations, monitoring requirements, and other
conditions set forth in Parts I, I1, III and IV hereof.
This permit shall become effective December 1, 2007.
This permit and authorization to discharge shall expire at midnight on May 31, 2012.

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or
discharge are hereby revoked. As of this permit issuance, any previously issued
permit bearing this number is no longer effective. Therefore, the exclusive authority
to operate and discharge from this facility arises under the permit conditions,
requirements, terms, and provisions included herein.
The Town of Yanceyville is hereby authorized to:
1. Continue to operate an existing water treatment plant discharging decanted filter
backwash water through a dual settlement lagoon system.
The facility is located in Yanceyville on Old Highway 62 in Caswell County.
2. Discharge from said treatment works at the location specified on the attached
map into Fullers Creek, classified WS-III CA waters in the Roanoke River Basin.

A. (1.) EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS - FINAL
During the period beginning on the effective date of this permit and lasting
until expiration, the Permittee is authorized to discharge from outfall 001. Such
discharges shall be limited and monitored by the Permittee as specified below:

Footnotes:
1. The discharge shall not cause the turbidity of the receiving water to exceed 50 NTU. If the
turbidity exceeds these levels due to natural background conditions, the discharge level cannot
cause any increase in the turbidity of the receiving water.
2. Upstream = at least 100 feet above the outfall; Downstream = at least 100 feet below the outfall.
3. The TRC limit will become effective June 1, 2009. Monitoring is required beginning December 1,
2007.
4. The minimum measurement detection required is 0.5 mg/L. In the future a maximum limit of 1.8
mg/L will be imposed if data evaluation yields the potential to exceed 1.8 mg/L.
5. The pH shall not be less than 6.0 SU or higher than 9.0 SU.
All samples collected should be from a representative discharge event.
There shall be no discharge of floating solids or visible foam in other than trace
amounts.

Discharge: Fullers Creek
Basin: Roanoke
Classification: WS III, CA
General:
Facility monitoring TRC and Iron. No other process changes since last permit issuanace.
Discharge is decanted water from a lagoon system from a conventional filters backwash
water source. Permitted flow is 0.04 MGD. Existing permit Limits Flow, Settleable
Solids, Turbidity, TSS, pH.
In renewal application Fluoride was listed as a chemical present in the backwash water.
Concerns:
TRC Limit, currently monitored but need to calculate effluent limit. Obtain data from
USGS for Fullers Creek, evaluated IWC, and determined required Limit. Need to include
language in footnote for 18 months compliance.
TOTAL IRON Level, currently monitoring only. Action level for WS III class water is
1.0 mgll. Based on reported level in DMR data, calculated RPA value of 0.52 1.0 mg/l.
Iron is an excellent indicator of the over all plant performance. Will continue to monitor.
Settleable Solids, TSS, Turbidity, pH, Flow Effluent Limits, currently in permit.
Maintain current limits in renewal.
Fluoride Level, new chemical of concern, new monitored point in effluent.
Changes to renewal permit:
1. Continue all monitoring parameters and limits as in existing permit with the
additions listed in 2, 3.
2. Add TDC Limit of 17µg/l in effluent with 18 month compliance.
3. Add Fluoride monitoring in effluent.
Rational For Changes:
To meet guidelines (pre August 2007) for the conventional water treatment plant all
parameters need to continue in permit and Fluoride monitoring and TRC Limits added.
Note: In an earlier draft version a Fluoride Limit was imposed but withdrew in a second
draft (final draft). The earlier draft is considered replaced by the final, both were send out
for public notice.

Enclosed with this letter is a copy of the revised renewal draft permit for your facility. Please review
the revised draft very carefully so that you thoroughly understand the conditions, measurement
units, and requirements it contains.
Your permit is among several in the Roanoke River basin that are up for renewal. There is one
significant revision to your August 14, 2007permit draft:
A Fluorides upper limit will not be imposed on this permit. The fluoride data submitted on
the DMR will be evaluated to determine if a limit is required.
Concurrent with this notification the Division is publishing a notice in the newspaper having
circulation in the general Caswell County area, soliciting public comments on this permit draft.
Please provide any comments you may have regarding this draft to DENR - DWQ, NPDES
Program no later than 30 days after receiving this draft permit.
Following the 30-day public comment period, the Division will review all pertinent comments and
take appropriate action prior to issuing a final permit. If you have questions concerning the draft

1. The discharge shall not cause the turbidity of the receiving water to exceed 50 NTU. If the
turbidity exceeds these levels due to natural background conditions, the discharge level cannot
cause any increase in the turbidity of the receiving water.
2. Upstream = at least 100 feet above the outfall; Downstream = at least 100 feet below the outfall.
3. The TRC limit will become effective 18 months after the issued permit effective date. Monitoring is
required beginning with the permit effective date.
4. The minimum measurement detection required is 0.5 mg/L. In the future a maximum limit of 1.8
mg/L will be imposed if data evaluation yields the potential to exceed 1.8 mg/L.
5. The pH shall not be less than 6.0 SU or higher than 9.0 SU.
There shall be no discharge of floating solids or visible foam in other than trace
amounts.

- The Town Manager is no longer in employment there, and they have not hired a replacement. Send the
permit to Dan Printz, Mayor instead. In fact, it's possible that they did not receive your draft, so you
might want to re-send. And it would be good to send a copy to Dennis Hodge at R & A Labs as well,
since they are the operators. His fax number is (336-996-0326).
SOUTH ELEMENTARY SCHOOL
- My comments are the same as they were when we spoke on the phone. This is such a small discharge
that it seems needless for a sample twice a month or even monthly. There is quite a significant distance
from the discharge point into Hyco Creek. When I last spoke to Mr. Hatchett, he was going to stop the
water softening process (they only add it because of ease on the kitchenware) because it would be too
expensive for them.

RPA FOR IRON IN YANCEYVILLE DISCHARGE WTP
Using 2002-2007 DMR iron data and the RPA spreadsheet the iron PV is 0.52 mg/L.
The Max Allowable Limit value is 1.0 mg/L.
Since the outfall is a mixture of filter backwash (35%) and other sample streams (65%)
then the recommendation is that iron continued to be monitored as long as no changes are
made to the total outfall flow. If the flow is changed then the 1.0mg/L limit will be
applied.

In response to your inquiry about the low-flow characteristics for Fullers Creek near Yanceyville in Caswell
County, the following information is provided:
A check of the low-flow files here at the USGS North Carolina Water Science Center indicates previous
determinations of low-flow characteristics for two locations on Fullers Creek, completed in 1965 and 1975.
The site closest to the lat/long coordinates you supplied in your email dated 06/08/2007 is Fullers Creek at
Secondary Road 1156 near Yanceyville (station id 0207521920, drainage area approximately 1.6 sgmi).
The 7Q10 estimate provided in January 1975 for this site was listed as 0 to 0.1 cfs.
The most recent low-flow information published for streams in Caswell County is in a basinwide low-flow
report completed in 1996. It is USGS Water-Resources Investigations Report 96-4154, "Low-flow
characteristics and profiles for selected streams in the Roanoke River Basin, North Carolina" (Weaver,
1996). An online version of the report is available through http://pubs.er.usgs.gov/pubs/wri/wri964154.
The report provides the low-flow characteristics (based on data through 1994)for continuous-record
gaging stations and partial-record sites within the Roanoke basin. The report also provides low-flow
discharge profiles (7Q10, 30Q2, winter 7Q10, and 7Q2)for the reaches of Dan River and Roanoke River in
North Carolina as well as selected tributaries within the basin.
In Table 7 of this report, there are several nearby partial-record sites within the Country Line Creek basin
for which annual and winter 7Q10 discharge estimates are provided. Please note the annual 7Q10 is very
close numerically, if not identical, to what the summer 7Q10 value would be. Expressing these estimates
as low-flow yields (again, flow per square mile of drainage area, or cfsm) provides some indication of the
yield range that could potentially be applicable to your location. The annual 7Q10 low-flow yields at these
nearby sites is 0, and drainage areas for these sites range 16 to 29 sgmi. Thus given a drainage area of
1.6 sgmi at the site of interest on Fullers Creek, it is concluded that the 7Q10 would likewise be zero flow.
The winter 7010 low-flow yields at these nearby sites ranges from 0.006 to about 0.10 cfsm, a somewhat
wide variation. Applying the drainage area of 1.6 sgmi to this range suggests that winter 7010 is likely
between 0 and about 0.15 cfs.

2) Enclosed are one (1) original and two (2) copies of the completed application form for

3) A Sludge Management Plan at the Town of Yanceyville consists of a documented
sludge hauling subcontractor who periodically removes sludge from Yanceyville's water
plant sludge holding lagoon and mixes sludge with biological sludge from Yanceyville's
WWTP sludge and land applies waste sludge to an approved sludge land application site.
