In accordance with the provisions of Article 21 of Chapter 143, General Statutes of North Carolina as
amended, and other applicable Laws, Rules, and Regulations, permission is hereby granted to the
City of Kannapolis
Cabarrus County
for the construction and operation of approximately 8,890 linear feet 8,568 previously permitted and
new 322 linear feet of 8-inch gravity sewer; and an additional 50,400 GPD to the previously permitted
volume of 25,200 GPD for a total of 75,600 gallons per day of collected domestic wastewater into Rocky
River Regional WWTP existing sewerage system, pursuant to the application received April 4, 2013, and
in conformity with 15A NCAC 2T; the Division's Gravity Sewer Minimum Design Criteria adopted
February 12, 1996 as applicable; the Division's Minimum Design Criteria for the Fast -Track Permitting of
Pump Stations and Force Mains adopted June 1, 2000 as applicable; and other supporting data
subsequently filed and approved by the Department of Environment and Natural Resources and
considered a part of this permit.
Previous permit was issued on September 13, 2007. This modification consists of the addition of 50,400
gpd to a total of 75,600 GPD, and 322 linear feet to a total of 8890 linear feet of 8"gravity sewer line,
This permit shall be effective from the date of issuance until rescinded and shall be subject to the
specified conditions and limitations contained therein.

SUPPLEMENT EMENT TO PERMIT COVER SHEET
City of Kannapolis is hereby authorized to:
Construct, and then operate upon certification the aforementioned wastewater collection extension.
The sewage and wastewater collected by this system shall be treated in Rocky River Regional
Wastewater Treatment Facility (NPDES Permit No, N[O036269) prior to being discharged into the
receiving otneann.
Pcnnh1in8 of this project does not constitute an acceptance of any part of the project that does not
meet 15A NCA[ ZT;tbe Division ofWater Quality's (0vidon) Gravity Sewer Minimum Design Criteria
adopted February 12, 1996 as applicable; and the Division's K4ioinnmm Design Criteria for the Fast -Track
Permitting of Pump Stations and Force Mains adopted June 1, 2000as applicable, unless specifically
mentioned herein. Division approval is based on acceptance of the certification provided by a North
Carolina -licensed Professional Engineer in the application. It shall be the Permhtee's responsibility to
ensure that the as -constructed project meets the appropriate design criteria and rules.
Construction and operation is contingent upon compliance with the Standard Conditions.
11. STANDARD CONDITIONS
I. This permit shall not be transferable. In the event there is desire for the wastewater udleodnn facilities to
change ownership, urthere isaname change pfthe permittee, aformal permit request shall besubmitted mo
the Division accompanied by documentation from the parties involved, and other supporting materials as may
be appropriate, The approval of this request shall be considered on its merits and may or may not be
approved.
2. This permit shall become voidable unless the wastewater oAbcdnn facilities are constructed in accordance
with the conditions of this permit; ISA NCAC ZT; the Division of Water Quality's (Division) Gravity Sewer
Minimum Design Criteria adopted February lZ, l996nsapplicable; the Division's Minimum Design Criteria for
the Fast -Track Permitting of Pump Stations and Force Mains adopted June %' 7000as applicable; and other
supporting materials unless specifically mentioned herein.

distribution of educational materials for both commercial and residential users and the legal means to
require grease interceptors at existing establishments, The plan shall also include, legal means for
inspections of the grease interceptors' enforcement for violators and the legal means to control
grease entering the system from other public and private satellite -sewer systems.
2. For privately owned collection systems, the Grease Control Program shall include at least bi-annual
distribution of grease education materials to users of the collection system by the pmnnh<ue or its
representative.
3. Grease education materials shall be distributed more often than required in Parts (l) and (2) of this
Subparagraph if necessary to prevent grease -related sanitary sewer overflows.

The Pennittee shall report by telephone to a water quality staff member at the Mooresville Regional Office,

working day, following the occurrence or first knowledge of the occurrence of either of the following�
a Any process unit failure, due to known or unknown reasons, that renders the facility incapable of
adequate wastewater oaosport, such as mechanical or electrical failures of pumps, line b,ockage o/
breakage, etc;or
b Any 5SOand/or spill over 1,Q08gallons; or
c Any SBDand/or spill, regardless nfvolume, that reaches surface water

report. Overflows and spills occurring outside normal business hours rnay also be reported to the Division of
Emergency K8mna8emen/at telephone number (800) 858'0358 or (919) 733'3300, Persons reporting any of
the above occurrences shall file a spill report by completing and submitting Part I of Form CS-SSO (or the, most
current Division approved form) within five days following first knowledge of the occurrence. This report must
outline the actions taken or proposed to be taken to ensure that the problem does not recur. Pam U of Form

This is an approval of flow acceptance that was received by the Water and Sewer Authority of
Cabarrus County (WSACC) for the City of Kannapolis on March 22, 2013. WS.ACC has or will
have capacity at the Rocky River Regional Wastewater Treatment Plant and appropriate sewer
interceptors to transport and treat the domestic wastewater from the proposed project entitled
Castiebroo.ke Subdivision (Resubmittal/Modification) located along Jim Johnson Road just south
of the intersection with Odell School Road. The referenced project will serve an additional 140
single family residential homes with a projected wastewater flow of 50,400 gpd. As noted in a
letter dated March 21, 2013 from. Stephen 1 Bissinger, this projected wastewater flow of 50,400
gpd will be combined with the previous approved flow allocation of 25,200 gpd (70 single
„family residential homes) that was granted by -WSACC as referenced in a flow acceptance letter
dated July 5, 2007 for the same project. As a result of this modification, the final total
wastewater flow allocation for this project is 75,600 gpd.
The wastewater generated by this project will be conveyed through the City of K.annapolis'
proposed and existing gravity system, and then enter WSACC's system at the existing 36-inch
Rocky River Interceptor located south of the proposed project. WSACC agrees to accept
wastewater from the proposed residential development based on information provided by
Northeast Engineering, RA. (Civil Engineer for the project) using North Carolina Department of
Environment and Natural Resources (NCDENR) wastewater flow guidelines. Theadditional
projected Bow for this modification project is 50,400 gpd; however WSACC expects the actual
wastewater flow to more closely approximate 35,000 gpd based. upon Master Plan engineering
data.
The WSACC Capital Improvement Program (CIP) has been Oil pay as you go since Fiscal Year
2005 — 2006 and has funded Capital Projects entirely from Capital Reserves, and expects to
continue this ,policy into the future. Projects on the CEP are subject to approval by WSACC's
Board of Directors, support from local governing bodies, regulatory approval, and funding
availability. At this time there are no scheduled upgrades to WSACC facilities in the current six
year CIP that are located downstream of this proposed project. It should be noted that the list
