Previous permit was issued on September 13, 2007. The sewage and wastewater collected by this system shall be treated in Rocky River Regional Wastewater Treatment Facility (NPDES Permit No, N[O036269) prior to being discharged into the receiving otneann. Pcnnh1in8 of this project does not constitute an acceptance of any part of the project that does not meet 15A NCA[ ZT;tbe Division ofWater Quality's (0vidon) Gravity Sewer Minimum Design Criteria adopted February 12, 1996 as applicable; and the Division's K4ioinnmm Design Criteria for the Fast -Track Permitting of Pump Stations and Force Mains adopted June 1, 2000as applicable, unless specifically mentioned herein. Division approval is based on acceptance of the certification provided by a North Carolina -licensed Professional Engineer in the application. It shall be the Permhtee's responsibility to ensure that the as -constructed project meets the appropriate design criteria and rules. Construction and operation is contingent upon compliance with the Standard Conditions. 11. STANDARD CONDITIONS I. This permit shall not be transferable. For public owned collection systems, the Grease Control Program shall }ncWde at least biannual distribution of educational materials for both commercial and residential users and the legal means to require grease interceptors at existing establishments, The plan shall also include, legal means for inspections of the grease interceptors' enforcement for violators and the legal means to control grease entering the system from other public and private satellite -sewer systems. 2. For privately owned collection systems, the Grease Control Program shall include at least bi-annual distribution of grease education materials to users of the collection system by the pmnnh<ue or its representative. 3. Grease education materials shall be distributed more often than required in Parts (l) and (2) of this Subparagraph if necessary to prevent grease -related sanitary sewer overflows. WS.ACC has or will have capacity at the Rocky River Regional Wastewater Treatment Plant and appropriate sewer interceptors to transport and treat the domestic wastewater from the proposed project entitled Castiebroo.ke Subdivision (Resubmittal/Modification) located along Jim Johnson Road just south of the intersection with Odell School Road. The referenced project will serve an additional 140 single family residential homes with a projected wastewater flow of 50,400 gpd. As noted in a letter dated March 21, 2013 from. Stephen 1 Bissinger, this projected wastewater flow of 50,400 gpd will be combined with the previous approved flow allocation of 25,200 gpd (70 single „family residential homes) that was granted by -WSACC as referenced in a flow acceptance letter dated July 5, 2007 for the same project. As a result of this modification, the final total wastewater flow allocation for this project is 75,600 gpd. The wastewater generated by this project will be conveyed through the City of K.annapolis' proposed and existing gravity system, and then enter WSACC's system at the existing 36-inch Rocky River Interceptor located south of the proposed project. WSACC agrees to accept wastewater from the proposed residential development based on information provided by Northeast Engineering, RA. (Civil Engineer for the project) using North Carolina Department of Environment and Natural Resources (NCDENR) wastewater flow guidelines. Theadditional projected Bow for this modification project is 50,400 gpd; however WSACC expects the actual wastewater flow to more closely approximate 35,000 gpd based. upon Master Plan engineering data. The WSACC Capital Improvement Program (CIP) has been Oil pay as you go since Fiscal Year 2005 — 2006 and has funded Capital Projects entirely from Capital Reserves, and expects to continue this ,policy into the future. Projects on the CEP are subject to approval by WSACC's Board of Directors, support from local governing bodies, regulatory approval, and funding availability.
