The Water and Sewer Authority of Cabarrus County (WSACC) has or currently expects to be able to make available capacity at the Rocky River Wastewater Treatment Plant and appropriate sewer interceptors to transport and treat the domestic wastewater from an existing residential structure to be connected to the Kannapolis sewer line located off Pennsylvania Avenue. WSACC agrees to accept wastewater from the existing residential structure based on the information provided by King Engineering of Concord, Inc. (Engineer for the Project) using North Carolina Department of Environment and Natural Resources (NCDENR) wastewater flow guidelines. The projected flow is 360 gpd; however WSACC expects the actual wastewater flow to more closely approximate 250 gpd based upon Master Plan engineering data, By requesting flow acceptance, the City of Kannapolis acknowledges that WSACC may need to upgrade, expand, or construct new facilities to accommodate the increased flow volume granted by this and previous flow acceptance. Appropriate design and construction will be initiated when actual flows dictate but may be subject to situations that WSACC does not expect or control. Based upon flow of 360 gpd and cost of $8.126/gpd to provide treatment and transportation capacity, this flow acceptance represents an estimated capital expenditure in excess of $2,925. For your information and based upon NCDENR wastewater flow guidelines, WSACC has approved 1,893,058 gallons of flow acceptance for the City ofKannapolis from 1992 to present and 42,225 gallons of flow acceptance year-to-date including this request. Based upon the approved flow acceptances WSACC has committed capacity valued in excess of $15,382,989 for the City of Kannapolis since 1992 including $343,120 for this calendar year. Downstream facilities from the proposed project are scheduled in WSACC's current Capital Improvement Program (CIP) to increase available capacity. Projects on the CIP are subject to approval by WSACC's Board of Directors, support from local governing bodies, regulatory approval, and funding availability. The following schedule of CIP projects is tentative and may be delayed by unforeseen circumstances: City of Kannapolls Trout nan Land 1nves ents — rivate s r r System October 10, 2003 Page 2 of 2 Rocky River date: 2005. asteevater 'Treatment P nt w be expexpanded to d.
