This is in response to the subject request for flow acceptance received 1/2/03, The
additional information requested from the owner in order to process the request has now been
received. The Water and Sewer Authority of Cabarrus County (WSACC) has or currently expects
to be able to make available capacity at the Rocky River Wastewater 'Treatment Plant and
appropriate sewer interceptors to transport and treat the domestic wastewater from the proposed new
Yates Mill Subdivision. WSACC agrees to accept wastewater from the proposed commercial
'facility basedon information provided by Cathey and Associates (Civil Engineer for the project)
using North Carolina Department of Environment. and Natural. Resources (NCDENR) wastewater
flow guidelines. The projected flow is 71,280 gpd, however WSACC expects the actual wastewater
flow to more closely approximate 49,500 gpd based upon Master Plan engineering data.
By requesting flow acceptance, the City of Concord acknowledges that WSACC may need
to upgrade, expand, or construct new facilities to accommodate the increased flow volume granted
by this and previous flow acceptance. Appropriate design and construction will be initiated when
actual flows dictate but may be subject to situations that WSACC does not expect or control. Based
upon flow of 71,280 gpd and cost of $8.126/gpd to provide treatment and transportation capacity,
this flow acceptance represents an estimated capital expenditure in excess of $579,221,
For your information and based upon NCDENR wastewater flow guidelines,. WSACC has
approved 10,871,363 gallons of flow acceptance for the City of Concord from 1.992 to present and
123,930 gallons of flow acceptance year-to-date including this request. Based upon the approved
.flow acceptances WSACC has committed capacity valued in excess of $88,340,695 for the City of
Concord since 1992 including $1,007,055 for this calendar year,
..Downstream facilities from the proposed project are scheduled in WSACC's current Capital
Improvement Program (CIP) to increase available capacity. Projects on the CIP are subject to
approval by WSACC's Board of Directors, support from local governing bodies, regulatory
approval, and funding availability. The following schedule of CIP projects is tentative and may be
delayed by unforeseen circumstances:
• Rocky River Wastewater Treatment Plant upgrade and expansion to 34 mgd. Scheduled
completion date: 2005..

Subject.: Delegated Municipalities Checklist for Revised Non -Discharge Permit Applications
The Division of Environmental Management's Water Quality Section has revised the
Gravity Sewer Non -Discharge Permit Application Forrn. The forth now incorporates the basic
information that the Division feels is necessary in order for the delegated municipalities to perform a
review on a gravity sewer project for the Division, therefore, the Division will no longer require that
the "Delegated Municipalities Gravity Sewer Design Checklist" be completed and submitted. We do,
however, require that the delegated municipality perform the same type of review as always required
and complete the bottom portion of this page and attach it as the last page of all gravity sewer
applications that r_c being submitted as a delegated municipalities project. If you have any questions
on this matter, please contact Mr. Randy Jones at 919/733-5083.
