Enclosed with thisletteris a copy of the draft permit for your facility. Please review the draft
very carefully to ensure thorough understanding of the conditions and requirements it contains.
The draft permit contains the following significant changes from your current permit:
> A total residual chlorine (TRC) limit has been added to this. permit. The limit will take
effect 18 months after the effective date of the final permit. See the attached TRC policy
memo for details.
Please submit any comments to me no later than August 6, 2006. Comments should be sent to
the address listed at the bottom -of this page. If no adverse comments are received from the public or
from you, this permit will likely be issued in September, with an effective date of October 1, 2006. If

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or discharge are hereby
revoked. As of this permit issuance, any previously issued permit bearing this number is no longer
effective. Therefore, the exclusive authority to operate and discharge from this
facility arises under the permit conditions, requirements, terms, and provisions included herein.

A. (L) EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS
During the period beginning on the effective date of the permit and lasting until expiration, the Permittee
is authorized to discharge from outfall 001. Such discharges shall be limited and monitored by the
Permittee as specified below:

1. The discharge shall not cause the turbidity of the receiving water to exceed 50 NTU. If the turbidity exceeds
these levels due to natural background conditions, the discharge level cannot cause any increase in the
turbidity in the receiving water.
2. ' TRC limit takes effect 1.8 months after the permit effective date. Until then, the Permittee shall monitor TRC
with no effluent limit.
All samples collected should be of a representative discharge.
