8. PROJECT SUMMARY: The applicant proposes to replace a failing wood bulkhead with the alignment
across the landward half of an existing boat basin otherwise the new bulkhead will be a maximum of 2'
waterward of the existing bulkhead. A total of 164' of bulkhead is to be replaced.

Project Setting
The 0.73 acre project site is a developed, waterfront, single family residential lot located
off SR 1712 at 103 Jordan Lane in the Community of Leechville adjacent a man made canal and
the Pungo River near Belhaven in Beaufort County, North Carolina. The project site is bordered
to the north by the Pungo River, to the west by the man made canal and to the east by another
developed residential lot adjacent the Pungo River. The project site is on the east side of the man
made canal at its confluence with the Pungo River. The opening of the canal to the Pungo River
is ±40' wide. The canal narrows as you travel upstream of the project site to ±25' wide. There is
a boat basin off the man made canal on the west side of the property. There is a single family
residence as well as a guest house with the guest house immediately adjacent the man made
canal and basin. The primary residence is more to the center of the lot. The west side of the boat
basin has a 16' x 24' boathouse. The manmade basin appears to have been excavated from
uplands.
The upland lot is vegetated with St. Augustine grass, live oak and loblolly pine. The
entire shoreline along the Pungo River, canal and boat basin is stabilized with a bulkhead. The
continuous bulkhead along the Pungo River to a point in the manmade canal is constructed of
vinyl with the remainder out of wood. The wood bulkhead is deteriorated and is beginning to
fail.
The canal and boat basin have a water depth between 3.0' to 4.0' below the normal water
level (NWL). The basin is 36' wide, and the landward portion forms a point. The Pungo River
canal and boat basin are designated as SB NSW by the Environmental Management Commission
and Coastal Waters by the Marine Fisheries Commission.
Project Description
The applicant proposes to replace a total of 164' of wooden bulkhead by starting across
the front of the guest house adjacent the canal for a distance of 50'. The new bulkhead will
attach to the existing vinyl bulkhead and will be constructed just seaward of the older failing
wood bulkhead. The bulkhead replacement will make a 90 degree turn up the boat basin
adjacent the guest house for 32' before making a 90 degree turn for 35' across the basin. The
new bulkhead construction will continue another 22' on the landward side of the existing boat
house then make another 90 degree turn continuing to the property line on the west side of the
project site. A total 164' of bulkhead is to be constructed. The bulkhead alignment, with the
exception of the crossing of the boat basin, will average 2' seaward of the existing bulkhead. A
±1.5' narrow gap between the old and new bulkhead- will be left during backfilling to allow
water trapped landward of the new wall an exit as the new bulkhead is backfilled. The bulkhead
will be constructed out of interlocking vinyl sheet pile 4' tall driven in place with a hydraulic
vibratory hammer mounted on the arm of an excavator working from a steel barge. A dump
truck will deposit fill in the landward end of the basin, filling the basin to the elevation of
adjacent uplands. A small bulldozer will work the fill across the basin. All disturbed areas will
be sloped, graded and seeded.

Anticipated Impacts
Backfilling of the proposed bulkhead alignment will fill 1,591ft2 of canal and boat basin.
There may be some localized temporary turbidity during construction and backfilling of the
proposed bulkhead. The proposed project will disturb ±1,640 ft2 of uplands. The project as
proposed will result in a grassed upland area adjacent the west side of the existing guest house.

Please find enclosed the request for Major Development Permit Application for CAMA
and Form DCM MP -2 Excavation and Fill Application, and two Plat drawing(s) of the
proposed project, and the Authorized Agent Consent Agreement.
The purpose of the project subject of the Major CAMA Dredge and Fill permit
application is to replace a failing wood bulkhead as well as bulkhead and backfill an
existing man made boat basin onsite of Mr. Charles W. Younger. The property is
located off SR 1712 at 103 Jordon Lane in the community of Leechville adjacent to a
man made canal off the Pungo River near Belhaven in Beaufort County, North
Carolina. The back filling is to create more upland space around existing Guest
House.
Adjacent property owners have been sent notification by Certified Mail return receipt.
The Certified Mail receipts are enclosed: I will send signed Return Receipts as soon
as they are returned to my office.
