8. PROJECT SUMMARY:
The project proposed is for the addition of a finger pier and slip with boatlift to an existing
pier within the mobile home park. There a currently 17 existing slips combined for all the

9. Narrative Description
The Croatan Mobile Home Park project is located on the south side of Bogue Sound and
within the Hoop Pole Creek. The property is located at 2200 West Fort Macon Road,
Atlantic Beach, Carteret County. The project area is found by turning off of Highway 70
East in Morehead City (Arendell Street) onto the on -ramp for Atlantic Beach. Follow the
Atlantic Beach Causeway to the four -way stop light intersection then turn right onto West
Fort Macon Road. Follow West Fort Macon Road for approximately 9,885' (1.87 miles).
The site is located on the right along the south side of Bogue Sound and directly within
Hoop Pole Creek.
There is a major permit (147 -90) on file for the existing community dock which houses 9
of the 17 existing slips however there is no documentation for the dock located at the
project site (lot 99), however Google aerial photography shows the docking facility has
been present since the early 90's as well as DCM aerial photography. Office research has
verified that there are no cultural or archeological resources within this area.
The high ground property for the Croatan Mobile Home Park consists of nine piers located
along the parcel with a total of 17 existing slips, the mobile home park drive, mobile
homes with sheds, boatramp and bulkhead. It consists of typical grasses and shrubbery,
and a 15' x 516' expanse of coastal wetlands along the North side of the property
consisting of Salicornia (Glasswort) and Spartina alterniflora (Smooth Cordgrass). There
were scattered oysters observed along the existing pier at the time of the site visit however
there were not any seen within the proposed boatlift location. The substrate within this
area is a silty sediment (mud fluff). The total shoreline for the property is 516' and has an
average elevation of 3' above NHW.
The proposed development is a private /community project. There are developed
condominium complexes (Dunescape Villas and Island Beach and Racquet Club) to the
east and west of the project area. The Town of Atlantic Beach's Land Use Plan classifies
this project area as mobile home park with all parts of the AEC classified conservation.
Hoop Pole Creek is not designated as Primary Nursery Area, is conditionally closed to the
taking of shellfish and carries a water classification of SA/HQW. The width of Hoop Pole
Creek per the applicant is approximately 375' within the project area. Water depths are an
average of -.5'. As per the applicant, the boats which would use this area, would be a
maximum of 25' in length and open runabout design and would be used for the use of lot
99 ( Croatan Mobile Home Park) only. There is no high ground development proposed at
this time. Riparian corridors have been drawn 90° from the channel edge within this area
and are for the parcel in its entirety.

The current proposal is to add a finger pier and slip v ith boc.Lift to the exist::i(- dock
located at lot 99 within Croatan Mobile Hoine Park. The property is owned by one
individual and houses several docks with slips along its shoreline. There are a total of 17
existing slips for this parcel. The existing pier for lot 99 extends 41' from the existing
bulkhead and intersects a 12' x 12't -head platform. It is also approximately 19' landward
of the surrounding piers on this parcel. The applicant proposes to construct a 3' x 12'
finger pier on the North West side of the existing platform and would be a maximum of
65' from the bulkhead. The boatlift would be located on the western side of the proposed
finger pier and would not exceed a maximum distance of 65' waterward as well. All parts
Of the docking facility would not exceed the surrounding pier lengths, would be
approximately 85' from the western riparian corridor, approximately 370' from the eastern
riparian corridor and 4' to 6' from the edge of channel depending on location. The water
depths within the dock location are - .5'nlw with connecting water depths of approximately
-1' nlw.
11. Auticipated Impacts:
The finger pier (with boatlift) would shade 36ft2 of shallow bottom habitat while
incorporating 205 ft' of Public Trust Area. The increases in suspended sediment and
turbidity levels from the pier placement would be temporary. To the maximum extent
possible, all development should be located as to avoid any scattered oysters located along
the shoreline and existing pier within this area. Due to the shallow water depths (< .5' nlw)
there is the potential to cause the substrate to become dislodged due to prop wash kicking,
however the distance to the channel (4' to 6') is short and would minimize this impact.
