John,
As impact amounts have changed slightly, we propose to address any impact changes in an upcoming permit modification after we receive 100% plans, if that is

Brian,
Per Axiom's request, below are our responses to DWQ's questions 1 & 2 regarding the permit application for P5206A.
1. Was the rip rap in the stream bed required per the Erosion Control review at the pipe inlet and outlet? RE: Since project
improvements lowers the channel bed at inlet and outlet, these impacts are considered permanent impacts. Riprap in bed is
not required for channel stability at outlet. However, since we are steepening the inlet channel slope to provide adequate pipe
cover, riprap in bed is recommended channel stability.
c) If it's necessary for erosion control, then we'd prefer at cross vein installed at the tie in of the disturbed channel and the
existing channel. Also cross veins in the piedmont typically require no more than V of elevation (preferably 6 "�, so more
than one might be necessary. RE: With an inlet slope of 5.7 %, six log veins at approximately 9 -ft spacing would be
required for 6" steps. Unless NCDOT is receiving mitigation credits for channel improvements, we do not recommend use
of log veins at this location.
b) If the channel is perennial, then log veins will suffice. RE: Based on our review of Planning document, impacted channel is
intermittent. Refer to attached document excerpt. Axiom concurs that this stream is intermittent.
c) At the outlet, with a slope of <0.57o, I don't see that rip rap is necessary. If I'm missing something, please let me know. RE:
We concur that riprap in the outlet channel can be reduced. With the proposed design shifting the steeper channel
section to the inlet, the outlet channel slope has been flattens. Therefore, we will revise outlet section with approximately
20 LF of Class I riprap on Banks Only. Refer to attached annotated plan sheet.
2. There's a section of the rip rap on the outlet side of the rip rap that's in TDE. If there's to be permanent rock that may need to
be maintained post construction, then a PDE is necessary. RE: Riprap limits at outlet have been reduced to be contained within
the R /W. No RIDE is required.
Please forward our responses to Scott Davis and Josh Dalton. After Scott's coordination with DWQ, we request confirmation on
whether DWQ agrees with our recommendations and we will update plans accordingly. If you have any further questions, please
