Construction Document Submittal First Submittal Comments — 3/31/2021 NCDEQ REVIEW COMMENTS Jim Farkas (919-707-3646, flm.far as ine�ieinir® v) Per NCDOT (https://www.ncdot.gov/divisions/aviation/Pages/nc-airports.aspx), this project is not located within 5 miles of a public airport (Section II, 5 of the Application). Please either provide the name of the airport that is located within 5 miles of this project or revise the Application. Response: There is a private airport within 5 miles of the project, but there is not a public airport within 5 miles. Section II, 5 of the application has been revised accordingly. The updated application is attached. 2. Please provide the original, signed copy of the Application (Section VI, 1). If it is not possible to provide the original, signed copy of the Application (Due to the ongoing Covid pandemic) we will accept the provided signed electronic copy. Response: Many people at NCNG have been working remotely due to Covid, so it is not possible to provide the original signed copy of the Application. The electronic copy is attached. 3. Please provide the original, signed copy of the O&M Agreement Form (Section VI, 3). If it is not possible to provide the original, signed copy of the O&M Agreement Form we will accept the provided signed electronic copy. Response: Many people at NCNG have been working remotely due to Covid, so it is not possible to provide the original signed copy of the O&M Agreement form. The electronic copy is attached. 4. Please provide a signed & sealed hard copy of the design calculations (Sectioon VI, 7). Response: The signed & sealed design calculations are attached. 5. Please sign the plans. Response: The signed plans are attached. 6. Per General MDC #1 (15A NCAC 02H .1050(1)), the SCM must be sized to take into account the runoff at build out from all surfaces draining to the system. The way the SCM is currently set up, the entire drainage area to the SCM is not accounted for (Part of it is bypassed in the flow splitter/control weir). You will either need to increase the design volume that can be held in the SCM (You can leave the device in the "off-line" configuration) or reduce the size of the drainage area to the SCM. Revise as needed. If 1of2 you would like more specific comments on what should be changed, please let me know how this issue will be corrected. Response: Previously, the BUA going to the SCM was 1.68 ac, but it was only sized for 1.59 ac. A roof drain on the lower left portion of the building has been re-routed to bypass the SCM. This reduces the BUA going to the SCM to 1.59 as it was designed for. The updated plans and calculations are attached. Feel free to reach out if any further explanation is needed. 7. Please correct the following issues with the Supplement-EZ Form, Storm Filter Page: a. Line 3 — This is a requirement (see earlier comment) b. Line 33 — There appears to be a flow -splitting device used. Response: Line 3 has been updated to "yes" as the SCM is now sized to treat stormwater from all surfaces within its drainage area.
