Joint McDonald Old North State Water Company LLC 3212 6ih Avenue, South Suite 200 Birmingham, Al 35222 Ite: Hydrogeologic Cealification Bassin 3, Stateside WWTP (W00035809) Project Number HRI 0120 Dear Mr. McDonald: Summary: This evaluation of the performance of Basin 3 at the Stateside WWTP is the second part of an evaluation and certification effort for Basins 4 and 3. Basin 5 had been certified earlier for 50,000 gallons per day (verbal communication Charles Donnell, PE). On March 19, 2020, Basin 4 was certified at 75,000 gallons per day, as built. This evaluation will demonstrate that Basin 3 will be certified at 108,900 gallons per day (Table 1, Summary Basin Capacities at Stateside WWTP). Combined the certified capacity of the three basins is calculated to be 233,900 gallons per day. Test Results Basin 3: Edwin Andrews & Associates, Stateside WWTP PLLC began evaluating Basin 3 at Haa,e 2, Wad., Ue .l ue..atme O,anaa the Stateside WWTP, Onslow 46 County, N.C. in July by tilling the =„ ` r basin with groundwater. The water a =` levels in Basin 3, P31, P32 and 40 - --- ^ z P4(near Basin 4) were monitored a 2 usingDiver m Data Loggers 6'7 ° gg $ 7 a< s a 7 s a Is u u v ,c rs n n (10meter) (Figure ],Site Map front u,r Model). The test of the basin „ —U. commenced as the water level reached 42.16 feet above mean sea ei9Gr. Aec.chad: level on July 31, 2020 (Table 2, Data Logger Results July 31 tlu'ough August 16, 2020). Flow meters were added and the flow was reduced to 140,679 gallons per day to start the test on July 31, 2020. The water levels increased to 44.91 feet above mean sea level by August 13, 2020, at which point flow was reduced to 108,901 gallons per day. The level initially appeared to slabi line beneath the permitted 44.9 feel above mean sea level with the reduced flow (Figure 2, Water Levels July 31 to August 16, 2020). From this data, the site capacity for Basin 3 at the Stateside W WTP is certified at 108,900 gallons per day. Basin 3 Problem Analysis: Two conditions were identified at the beginning of these evaluations that could affect the basin performance. "rho first condition is the presence interstitial clay was present between the sand grains from ground surface to a depth of approximately 10 feet below ground. The second condition could be due to ineffective drains, which were relatively shallow. The drains were placed at elevations near the transition for the clay surface sand in the+/- 39 to 40 feet above sea level. It is possible that the drain is only skimming the top of the water table aqui ter, with the bulk of the lateral Bow passing beneath the drains. Gcotechnical information from two boreholes was included in the March 15,2020letter certification, confirmed the presence of the clay. As a result the clay was removed prior to testing Basin 3. However, the performance of Basin 3 was similar to the other two basins (approximately 50 to 65% efficient), indicating that clay removal was only part of the lost capacity. A MODFLO W simulation was built to provide analysis of the drains, as well as the surficial aquifer. This analysis determined possible causes for the loss of potential capacity was made by applying a MODFLOW simulation of the Basin 3 test results (transient calibration). Prior to performing the transient state model, a steady state calibration was needed. This was based on a water level synoptic was completed on July 30, 2020 (Table 3, Basin 3 Water Level Data). Beginning with the steady state calibration and synoptic data a transient stale model was built to simulate the test period from July 31, 2020 to August 17, 2020. The resulting time vs wales level graph revealed reasonably close calibration to the observed water levels (Figure 3, Head vs Time, Comparing Observed Water' Levels to MODFLO W Results). The calculated water levels were reasonably close to the observed water levels from the data I. loggers. Using the Zone Budgets modeling the drain performance, drain flow was compared to the reported drain flow in Figure Attached: the Fnvirolink, Inc. Monitoring reports for the end of July and beginning of August. An analysis of the drain performance indicates that the reported chain Flow is not related directly to the Basin 3 recharge (Table 4, Drain Flow Results, July 31-August 17, 2020)(Figure 5,11eporled vs Modeled Drain Flow from Table 4). Deeper drains should be considered to provide some of the lost capacity. A MODFLOW simulation determined tlnat capacity could be restored using drains at an elevation of 32 feet above mean sea level. The model calculates predicted water levels near 44 feet above mean sea level (Figure 6, Time vs Water Level with Deeper Drains). I hope that this analysis is helpful. I will be glad to review and discuss options with your design engineer. Please call if you have any questions. Very truly yours, Edwin Andrews & Associates, P.L.L.C. Edwin E.
