The Division of Water Resources (the Division) hereby issues the attached NPDES permit for
the subject facility. We issue this permit pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S.
Environmental Protection Agency dated October 15, 2007, or as subsequently amended.
Data Evaluation. The Division understands that American Truetzschler Inc (ATI) has made no
significant alterations to treatment processes since last renewal. In keeping with current NPDES
Permitting Guidance, we have considered all monitoring data submitted by applying reasonable
potential analyses (RPAs) as required to evaluate each parameter of concern (POC). By this
means, we estimate the potential for each POC to exceed its respective surface water -quality
standard.
ATI's analytical databases for chlorinated hydrocarbons do not show reasonable potential (RP)
except for one parameter, Tetrachloroethene (PCE). PCE does show RP (Maximum Predicted
exceeds the Allowable Concentration), based on effluent data submitted.
Permit Renewal Changes: Based on the above evaluation, DWR has relaxed peiriut monitoring
for most POCs from Monthly to Quarterly except for PCE; monitoring to remain Monthly and
requiring a limit of 0.35 µg/L [see section A. (1.)]. DWR feels that, despite relaxing some
monitoring frequencies, ATI should continue monitoring all POCs as prudent in favor of
protecting the environment. This considers analytes identified as carcinogenic noting a receiving
stream impaired for pH and classified WS-IV; CA (water supply / habitat critical area).
Lastly, we have revised and updated permit texts and your site location map.
Please be reminded that the receiving stream is listed as impaired for low pH [North Carolina's
2018 303(d) Impaired Waters List]. Addressing impaired waters is a high priority with the
Division, and we continue to evaluate instream data. If ATI is noncompliant with permit effluent
limits or conditions and stream impairment can be attributed to your facility, then mitigative
measures may be required.

Monthly Report Submittals: Federal regulations require electronic submittal of all program
reports and Monthly Discharge Monitoring Reports (DMRs); see Permit Condition A. (3.). Our
records show that you have successfully registered for the Electronic Discharge Monitoring
Report (eDMR) program. If you have completed and submitted to DWQ an Electronic Signature
Agreement, you are no longer required to submit DMR hardcopy as back-up to the eDMR.
If any parts, measurement frequencies, or sampling requirements contained in this permit are
unacceptable, you have the right to an adjudicatory hearing, upon written request submitted within
thirty (30) days after receiving this letter. Your written petition request must conform to Chapter
150B of the North Carolina General Statutes, and you must file it with the office of Administrative
Hearings, 6714 Mail Service Center, Raleigh, North Carolina 27699-6714. Unless such a written
demand is made, this permit shall remain final and binding.
This permit is not transferable except after notifying the Division of Water Resources. The
Division may modify, or revoke and reissue this permit. Please note that this permit does not
affect your legal obligation to obtain other permits that may be required by the Division of Water
Resources, the Division of Land Resources, the Coastal Area Management Act, or any other
federal or local governments.

In compliance with the provisions of North Carolina General Statute 143-215.1, other lawful standards
and regulations promulgated and adopted by the North Carolina Environmental Management
Commission, and the Federal Water Pollution Control Act, as amended, the
American Truetzschler, Inc.
is hereby authorized to discharge wastewater from a facility located at
American Truetzschler GW-REM
12300 Moores Chapel Road, Charlotte
Mecklenburg County
to receiving waters designated as a unnamed tributary of the Catawba River, Catawba River Basin, in
accordance with effluent limitations, monitoring requirements, and other conditions set forth in Parts I,
II, III and IV hereof.
This permit shall become effective May 1, 2021
This permit and authorization to discharge shall expire at midnight on June 30, 2025.

All previous NPDES Permits issued to this facility, whether for operation or discharge are hereby
revoked, and as of this issuance, any previously issued permit bearing this number is no longer
effective. Therefore, the exclusive authority to operate and discharge from this facility arises
under the permit conditions, requirements, terms, and provisions included herein.
American Truetzschler, Inc.
is hereby authorized to:
1. continue to operate an existing 0.050 MGD groundwater remediation system consisting of
• an equalization tank,
• particulate filter,
• a sodium cation -exchange system,
• a crushed limestone filtration unit and
• an air stripper;
• compost filters (to replace effluent nutrients).
these facilities located at American Truetzschler, Inc., 12300 Moores Chapel Road, Charlotte,
Mecklenburg County, and
2. discharge from said treatment works via Outfall 001, at the location specified on the attached map,
into an unnamed tributary (UT) to the Catawba River [stream segment 11-117] a waterbody
currently classified WS-IV; CA located within Subbasin 03-08-34 [HUC:03050103] of the
Catawba River Basin.

During the period beginning on the effective date of this permit and lasting until expiration, the
Permittee is authorized to discharge treated wastewater from Outfall 001. Such discharges shall be

1. The Permittee shall submit discharge Monitoring Reports electronically using
NCDWR's eDMR application system [See Section A. (3.)].
2. Sample Location: E = Effluent. Effluent characteristics shall be sampled and monitored
to coincide with toxicity sampling, as appropriate to frequency.
3. For monthly periods of no flow, the Permittee shall submit an eDMR indicating "No
Flow" or "No discharge."
4. Chronic Toxicity (Ceriodaphnia P/Fat 90%), monitor Quarterly in February, May,
August, and November [see Special Condition A. (2)].
Condition: The Permittee shall discharge no floating solids or foam visible in other than trace amounts.

A. (2.) CHRONIC TOXICITY7-DAYPASS/FAIL LIMITED
[15A NCAC 02B .0200 et seq.]
The effluent discharge shall at no time exhibit observable inhibition of reproduction or significant
mortality to Ceriodaphnia dubia at an effluent concentration of 90%.
The permit holder shall perform at a minimum, Quarterly monitoring using test procedures outlined in
the "North Carolina Ceriodaphnia Chronic Effluent Bioassay Procedure," (Revised December 2010, or
subsequent versions) or "North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure"
(Revised December 2010, or subsequent versions). The tests will be performed during the months of
February, May, August, and November. These months signify the first month of each three-month
toxicity testing quarter assigned to the facility. Effluent sampling for this testing must be obtained
during representative effluent discharge and shall be performed at the NPDES permitted final effluent
discharge below all treatment processes.
If the test procedure performed as the first test of any single quarter results in a failure or ChV
below the permit limit, then multiple -concentration testing shall be performed at a minimum, in
each of the two following months as described in "North Carolina Phase II Chronic Whole
Effluent Toxicity Test Procedure" (Revised -December 2010, or subsequent versions).
All toxicity testing results required as part of this permit condition will be entered on the Effluent
Discharge Monitoring Form (MR-1) for the months in which tests were performed, using the
parameter code TGP3B for the pass/fail results and TIIP3B for the Chronic Value. Additionally,
DWR Form AT-3 (original) is to be sent to the following address:

Completed Aquatic Toxicity Test Forms shall be filed with the Water Sciences Section no later than 30
days after the end of the reporting period for which the report is made. Test data shall be complete,
accurate, include all supporting chemical/physical measurements and all concentration/response data,
and be certified by laboratory supervisor and ORC or approved designate signature. Total residual
chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for
disinfection of the waste stream.
Should there be no discharge of flow from the facility during a month in which toxicity monitoring is
required, the permittee will complete the information located at the top of the aquatic toxicity (AT) test
form indicating the facility name, permit number, pipe number, county, and the month/year of the
report with the notation of "No Flow" in the comment area of the form. The report shall be submitted
to the Water Sciences Section at the address cited above.
Should the permittee fail to monitor during a month in which toxicity monitoring is required,
monitoring will be required during the following month. Assessment of toxicity compliance is based
on the toxicity testing quarter, which is the three-month time interval that begins on the first day of the
month in which toxicity testing is required by this permit and continues until the final day of the third
month.
