Re: Section 401 Water Quality Certification application
Dear Mr. Baker:
On November 9, 2012, the North Carolina Division of Water Quality (Division) received a your application for a 401
General Water Quality Certification impact streams for the Honda Connector project at the Piedmont Triad Airport in
Greensboro, NC in Guilford County. Additional information is
compliance with 15A NCAC 2H .0500. The Division will require this information in order to process your application to
impact protected wetlands and/or streams on the subject property. Therefore, we will place this project on hold as
incomplete until we receive this additional information, and if we do not receive the additional information requested
below, we will have to move toward denial of your application as required by 15A NCAC 2H .0506. Please provide the
following information so that we may continue to review your project.
1. Please re-submit your stream crossing site plans (Sheet GD-4) on full plan sheets at a scale of no smaller than
2. It appears that at the stream crossing location you have proposed a temporary check dam within the stream
channel below the culvert installation. The Division does not typically approve in-stream erosion control
measures. Sediment should be controlled prior to reaching the stream and for in-stream construction activities
and dewatering requirements set forth in the 401 Water Quality Certification should limit disturbances to
downstream waters. Please remove these measures from your project plans or please clarify the site specific
conditions that warrant approval of these in-stream measures?
3. Please enumerate all temporary impacts to the stream channels and/or wetlands separately from the permanent
impacts. Temporary impacts also include areas of disturbance necessary for proper dewatering measures and any
temporary erosion control measures expected to be installed within any jurisdictional areas and any buffers.
Please note that temporary impacts should be minimized to the maximum extent practical. Please provide a
restoration detail, specifications, or note on the construction drawings that clearly indicate that all temporary
impact areas will be restored to pre-construction conditions. In addition, please ensure that the location of the
temporary impacts are specifically shown on the construction drawings and clearly indicated in the revised impact
table
4. Please clarify the need for a riprap pad at the culvert inlet, temporarily disturbed stream channels should be
restored using natural material.

5. Please provide a detail showing the proper installation (below the streambed elevation) of the riprap pad at the
culvert outlets.
6. A note on the plan sheet GD-4 states Temporary stream crossing shall remain in place until this phase of
construction has been completed and/or as directed by the engineer. The PCN and supporting materials do not
indicate temporary stream impacts from a temporary crossing. Please clarify this note, show the temporary
stream crossing on the plans, and update the PCN form to include all temporary impacts.
7. Per Condition 6 of GC 3890
necessary to temporarily dewater the stream channel during pipe installation. Please provide a construction
sequence that details the method of dewatering to be utilized at the site and the sequence of construction events to
be followed to ensure compliance with this condition. In addition, please ensure that the location of the
temporary impacts are shown on the construction drawings and clearly indicated in the revised impact table.
8. Please insure that all stormwater BMPs (both existing and proposed) are designed per the NC DWQ Best
Management Practices Manual, available on the NC DWQ web site at:
http://portal.ncdenr.org/web/wq/ws/su/bmp-manual. Wet detention ponds are covered in Chapter 10. Please pay
particular attention to the Minimum Design Elements on pages 10-2 of the chapter.
9. Please provide a BMP Supplement Form for each BMP (both existing and proposed) that is being used or will be
used on the site. Be sure to include both worksheets of the BMP Supplement Form, Design Summary and
Required Items Checklist, as well as all of the required items. The BMP Supplement Forms are available on the
same web site given in Item (8) above.
Please respond in writing within 30 calendar days of the date of this letter by sending a copy of this information to Sue
Homewood at the address on this letterhead, and a copy to Ian McMillan N. C. Division of Water Quality, Wetlands/401
Certification Unit, 1650 Mail Service Center, Raleigh, NC 27699-1650. If you will not be able to provide the requested
information within that timeframe, please provide written confirmation that you intend to provide the requested
information, and include a specific timetable delineating when the requested materials will be provided. If we do not hear
from you in 30 calendar days, we will assume that you no longer want to pursue this project and we will consider the
project as returned.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters or protected
buffers. Please be aware that any impacts requested within your application are not authorized (at this time) by the
