The request includes two locations at two flows each. This letter addresses flows of 4 MGD and 7 MG at the following locations: Killian Creek near the intersection of Killian Creek and its tributary Forney Creek (SIT 1), and Killian Creek near the Lincoln and Gaston County Line (SITE 2). Engineering Altern tives Analysis (EAA). Please note that the Division cannot guarantee that an NPDES permit will be issued with these speculative limits. Final decisions can only be made after the Division receives and evaluates a formal permit app cation for the proposed discharge. In accordance with the North Carolina General Statutes, the practicable wastew er treatment and disposal alternative with the least adverse impact on the environment is required to be implements Therefore, as a component of all NPDES permit applications for new or expanding flow, a detailed engineerin alternatives analysis (EAA) must be prepared. The EAA must justify requested flows, and provide an analysis of potential wastewater treatment alternatives. Alternatives to a surface water discharge, such as spray/drip irrigation, wastewater reuse, or inflow/infiltration reduction, are considered to be environmentally preferable. A copy of the EAA requirements is attached to this letter. Permit applications for new or expanding flow will be returned as incomplete if 11 EAA requirements are not adequately addressed. If you have any questions regarding these requirements, pleas contact the DWQ NPDES Unit at 919-733-5083. The NPDES Unit will not accept an plication for the proposed expansion until the Division has approved the SEPA document and sent a Finding of No Significant Impact (FONSI) to the State Clearinghouse for review and comment. A SEPA Environmental Assessment (EA) should contain a clear justification for the proposed project. If the SEPA EA demonstrates that he project may result in a significant adverse effect on the quality of the environment, you must then prepare a SEPA E S (Environmental Impact Statement). Since your proposed facility is subject to SEPA, the EAA requirements disussed above will need to be folded into the SEPA document. The SEPA process will be delayed if all EAA requirements are not adequately addressed. Both of the proposed discharge sites are to Killian Creek in Lincoln County. This stream is classified as C waters. It is not listed as impaired on the 2003 303(d) list and has no known water quality concerns. There are currently two facilities upstream whose discharges were considered in this analysis. They are Middle Forney Creek WWTP, and the Lincoln Combustion Turbine Station. Speculative Limits. The speculative limits were developed based on a Level B Model. Limits for the proposed discharges of 4 MGD/7 MGD at SITE 1 are presented in Table 1 and Table 2. Limits for the proposed discharges of 4 MGD/7 MGD at SITE 2 are presented in Table 3 and Table 4. A complete evaluation of these limits and monitoring frequencies in addition to monitoring requirements for metals and other toxicants will be addressed upon receipt of a formal NPDES permit modification request. We hereby request that the NPDES unit of the North Carolina Division of Water Quality issue "Speculative Effluent Limits" for the following locations and discharge flows: • Lincoln County Middle Forney Creek WWTP NPDES permit No. NC00740 12 (Expansion Flow of 1.5 MGD), illian Creek near Lincoln and Gaston County Line (New Plant Flow of 4.0 MGD and 7.0 MGD) and • Killian Creek near the intersection of Killian Creek and its tributary Forney Creek (New Plant Flow of 4.0 MGD and 7.0 MGD) and • Leepers Creek near Lincoln and Gaston County Line (New Plant Flow of 3.0 MGD and 7.0 MGD). Mr. Glenn, In response tb your inquiry concerning the low -flow characteristics for Leepers Creek and Killian Creek in southeastern Lincoln County, the following information is provided: Your site of partial-recor area 52.6 sqm obtained duri analysis of t cfs per sqmi) sqmi). Because the partial -record site is located almost immediately upstream (at SR 1412), the low -flow estimates at this site can be considered applicable to your site of interest on Leepers Creek. The determination of low -flow characteristics on Killian Creek appears to be somewhat more complex. The proposed WWTP locations indicated on your fax m have and 47 sgmi. Killian Creek October 1990. has been comp low -flow esti (Sta. 0214271 nterest on Leepers Creek is just downstream of a USGS site (Sta. 02142690, Leepers Creek near Lowesville, drainage ) having records of 20 miscellaneous discharge measurements g late 1950's through mid-1960's. Based on a previous ese records, the 7Q10 is estimated to be 9.8 cfs (or 0.1863 and the 30Q2 is estimated to be 21 cfs (or 0.3992 cfs per (from upstream to downstream) approximate drainage areas of The USGS has operated a continuous -record gaging station on about 1,000 feet upstream from Forney Creek (tributary) since However, no formal analysis of the low -flow characteristics leted for this site. Because your sites of interest are ungageei"locattons, estimates of the low -flow discharges can be determined by applying the indicated low -flow yields (cfs per sqmi) for Killian Creek to the drainage areas listed for your locations. One observation about the low -flow characteristics on Killian Creek is the relatively lower yields compared to those for Leepers Creek. In this situation, it is not clear why the differences in the yields exist for two close streams. Thus you may wish ro consider a more formal analysis of the low -flow characteristi s at the gaging station on Killian Creek. If you decide to have such an nalysis, the fee will be $250 for the estimates and written response. ccording to the annual data report, this site is operated for the purposes f studying low -flow conditions, meaning that data for some periods of hi h-flow events has not been collected. Because of this consideration a low -flow analysis at this site will require additional processing of; the information that is not typically required for a low -flow analysis at a gaging station having data at all ranges of streamflow.
