8. PROJECT SUMMARY: NCWRC proposes to dredge a previously permitted access
channel and extend the channel length to connect the boat ramp to existing deeper
water. The proposed dredging is both maintenance and new work.
Proiect Setting
The project site is located off of NC -615, at the eastern end of Brumley Road (SR 1259) in
Knotts Island, Currituck County, adjacent to Knotts Island Bay. To access the site, drive two
miles north on NC 615 after leaving the Knotts Island Ferry, turn right (east) onto Brumley Road
and stop at the paved cul -de -sac adjacent to Knotts Island Bay. NCWRC's designated parking
area is a cleared 1.2 acre lot vegetated by grass with a .5 acre gravel area located on the north
side of Brumley Road located approximately 450' to the west of the launch site.
The elevation of the 50' wide paved cul -de- sac /maneuvering area serving the concrete boat
ramp is t2 feet above NWL. Total shoreline length is t60', has not been hardened (other than
the ramp area) and has a shallow 3 foot wide swale located on the south side of the pavement
that extends landward ±90' from NWL. Existing structures, previously authorized through
CAMA Major Permit #162 -02, include the 22' wide concrete boat ramp, a 145'x1' breakwater
located on the north side of the boat ramp, another 145'x1' breakwater located on the south
side of the boat ramp and a 75'x5' pier also located on the south side of the boat ramp between
the breakwaters. CAMA Major Permit #162 -02 also authorized the dredging of an access
channel 78' beyond the end of the boat ramp.
The adjacent property to the north is residential in nature, has a bulkheaded shoreline, a pier,
boat ramp and breakwater. The adjacent property to the south contains a single - family
dwelling, bulkheaded shoreline, a docking facility, and a basin that has a boathouse and
breakwaters. Based on available information, there appears to be no archaeological sites on
this property or nearby.
The waters of Knotts Island Bay are classified as SC and are closed to shellfish taking. Existing
water depths within the project area range from -1.7 feet to -4.1 feet with an average depth of
-2.5 feet. The bottom substrate within the project area is made up of fine sands. Submerged
Aquatic Vegetation (SAV) was observed in the waters adjacent to the applicant's property;
however, within the project area SAV's are largely nonexistent.
Development Proposal
To gain an adequate water depth for boats to launch and access the Boat Access Area, the
NCWRC is proposing to dredge an area that is ±82' longer in length then what was previously
authorized through MP #162 -02. The proposed dredge area will extend 160' beyond the end of
the concrete boat ramp and will be 23' wide with a dredging depth of -4 feet. The connective
water depth is -4.1 feet.
A bucket and barge will be utilized to dredge the channel. The spoils will then be transferred to
a dump truck and transported to the parking area will it will placed in a 100'x50' area to dry.
Erosion control will be maintained by the construction of a double silt fence around the
perimeter of the spoil area. When dry, the spoils will be loaded and transported to an upland
disposal area.

Anticipated Impacts
• The proposed dredging will temporarily increase turbidity within Knotts Island Bay.
• The proposed dredging within the access channel will result in the disturbance of ±3,680 ft2
of shallow water bottom within the PTA and EW AEC's.
• The proposed dredging within the access channel will generate ±204 cubic yards of spoil
material made up of fine sands.

10/15/2012
The Brumley Road Boating Access Area project it located end of Brumley Road in
Currituck County, NC on Knotts Island. The current property is mostly asphalt with
grassed edges, with a concrete boat ramp and wood/vinyl breakwaters.
This project involves the maintance of an existing WRC boating access area. This site
requires dredging to a depth of 4.0' from the end of the existing concrete boat ramp for
160' along the existing boat channel to the existing 4.0' contour.
Impervious Surface:
The total property owned by the Wildlife Resources Commission is 58,122 sf (1.33 acres)
includes R/W. No change to the impervious surface area on site.
Dredging:
Dredging is required for this project. And area from the ramp and in between the
breakwaters will be dredged to tie to the existing depth of 4.0'. This dredging will be
done bucket to barge and will remove approximately 200 cubic yards of material.
Existing Stormwater Conditions:
The existing site has no stormwater controls. The majority of runoff is infiltrated, with
sheet flowing to the sound.
Ramps/Docks:
An existing wooden dock and existing wood/vinyl sheet pile breakwaters are on the
outside of the ramps/dock.
Wetlands:
There is no disturbance of coastal wetlands during this project.

Dewatering Area: 50' x 100' located in the
existing parking lot will allow for placement
of material in a 3' thick lift in order to
dewater. Dried material will them be
removed to an approved upland disposal site.
Area retains the material outside of wedand
and estuarine waters. Erosion control will be
maintained by the construction of a double
silt fence around the perimeter of the waste
area
