studies for the subject project The project is included in the North Carolina Department of Transportation's 2013 -2023 10 -Year Plan and is scheduled for right of way in fiscal year 2017 and construction let in fiscal year 2019 A Scopmg Meeting has been scheduled on December 12, 2012 at 3 00 PM and will be held in the DOT Structure Design Conference Room C (Cap 40) Attached for your review is the Project Data Sheets and mapping for the subject project We would appreciate any information you might have that would be helpful in evaluating the potential environmental impacts of the of storm water discharge concerns (maintenance and Right of way issues) Would prefer the use of Roadways typical sections with shoulders b Prefer B and C sections of the project Will be coordinating with Lincoln County RPO to remove section A from the scope of work c NCDOT -PDEA and Division 12 will take lead with the FERC coordination d Bridge No 138 is the longest bridge within the corridor and if impacted, it will be expensive to replace or modify To align improvements to NC 150 on the left, impacting the causeway can potentially adversely impact the Lake Norman Marina This bridge will be rehabbed in the future e The Terrell Historic District will be a challenge to avoid Transportation Planning will develop an alternative that will avoid impacting the historic district f Retrofit the NC 150/1 -77 interchange with a Divergent Diamond Interchange (DDI) To retrofit this interchange will be accomplished under a CE and not under TIP R -2307 ➢ Federal Highway Administration a Break project into two separate independent projects The project breakout will be as follows one project from NC 16 to 1 -77, which is partially funded, and the second project will be from NC 27 to NC 16, which is unfunded b If the project is broken into two individual projects, an Indirect and Cumulative Impact analysis could be conducted for the total length of both projects, simultaneously rev Geo- environmental a 34 known hazard sites along NC 150, they are a combination of active and abandoned sites b Consider possible rock outcropping c Ash ponds north of Terrell ➢ Utilities a Heavy utility impacts throughout the entire length of project b RR utilities permitting, utilities on bridges and overhead line movement ➢ Bike and Ped a NC 150 is included in the 2010 Regional Plan and is a critical bike route (but not designated) b Recommend wider shoulders to accommodate bikes along Perth Road to Little Mountain Road c Bike Traffic Safety is a concern, possibly provide a separate the proposed improvements rev 7/21/10 Concurrent Point 1 (Purpose and Need) Data: Draft Project Need: Existing NC 150 is currently over capacity It will be further over capacity by 2035 The primary purpose of improving NC 150 is to relieve congestion on the existing NC 150 corridor NC 150 is classified as a mayor collector It is a two lane highway with 4 to 10 foot paved shoulders NC 150 is a mayor east -west route between Shelby, Lincolnton, and Mooresville, including an interchange with 1 -77 In 1999, traffic counts showed volumes of 13,000 vehicles per day That number increased by 4,000 vehicles to 17,000 vehicles per day in 2009 Present day NC 150 traffic volumes exceed two -lane capacity between Sherrill's Ford Road and the 1 -77 Interchange commercial district The existing capacity is 12,700 vehicles per day Today over 20,000 cars traverse the two - lane stretch of NC 150 daily, placing the current year volume -to- capacity ratio at 1 57, well over a LOS F In 2035, the volume to capacity ratio is expected to top 2 19, and could be as high as 3 29 Draft Project Purpose: The purpose of the project is to improve capacity and reduce congestion along the NC 150 corridor
