Subject Request for a NW 3 Permit and DWQ 401 for the replacement of Low Impact Bridge # 46 over
an unnamed tributary to Kirby Creek on SR 1360 m Northampton County WBS # 45347 3 7
The North Carolina Department of Transportation is requesting the issuance of a NW 3 permit
and corresponding DWQ 401 certification for the replacement of Low Impact Bridge # 46 in Northampton
County The bridge is located on SR 1360 approximately 0 16 miles west of the intersection of SR 1' )61
and SR 1360 in Northampton County The bridge spans an unnamed tributary, which is a tributary to the
Kirby Creek This creek is classified by DWQ as class "C -NSW" waters Bridge # 46 is currently a 3 -span
wooden structure with a concrete deck that is 52 ft long by 24 ft wide This structure will be removed
using NCDOT's guidelines for bridge demolition and removal The proposed bridge will be replaced on its
existing alignment The new bridge structure will be two spans totaling 100' in length by 30' wide and built
with precast cored slab concrete deck, concrete piles and support bents Jurisdictional impacts to surface
waters and wetlands will result from this project These impacts have been avoided and minimized,
resulting in minimal environmental impact The surface water impacts listed on the plan sheet are
associated with the placement of 1 interior support bent Total surface water impacts are 84 sq feet
Impacts to wetlands are associated with temporary hand clearing and total 25 sq feet These impacts are
detailed in the chart provided on permit page 4 The new bridge length extension and removal of the
existmg bridge approach fills, will restore floodplain area adjacent to the tributary An in -water work
moratorium from February 15 - June 30 will apply to this water body in accordance with recommendations
from NCWRC and NCDMF This bridge is following the Low Impact Bridge Process established by
FHWA, NCDOT and NC Regulatory Agencies
