This application package consists of the following documentation: a completed PCN form, two maps, email correspondence, and two Wetland Determination Data Forms. Please also find the enclosed journal transfer documentation indicating that payment of the $240 application fee has been transferred from the account of the Division of Parks and Recreation (DPR) to the Division of Water Quality. This project will involve three primary components: 1.) The installation of two groundwater monitoring stations and one surface water monitoring station; 2.) Drilling of up to 12 three -inch diameter soil cores ranging from 30 -60 feet to obtain a detailed analysis of subsurface hydro - geological conditions. Up to 20 groundwater monitoring wells will be installed at each core site (1 -2 per core); and 3.) Vegetation sampling analysis consisting of establishing 10x10 meter vegetation plots adjacent to the groundwater monitoring sites to establish a baseline vegetative characterization. Anticipated impacts to jurisdictional waters will be solely from the installation of surface and groundwater monitoring stations. DPR is concurrently submitting one copy of this permit application to the USACE Washington Field Office to request a General Permit Verification per an onsite meeting with Roberto Scheller (DWQ- WaRO), Tracey Wheeler (USACE -WaFO) and John Cece (DCM -ECO) on October 24, 2012. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The primary portion of the project area consists of approximately 2,130 acre portion of forested wetlands bounded by a network of drainage ditches in the northern portion of Dismal Swamp State Park. One additional monitoring site will be located within a forested area near the intersection of Cross Canal with Canal Road and the other located within a swamp forest located along the boardwalk west of the Park's Visitor Center. General land use in the vicinity of the project is primarily forested land managed by Great Dismal Swamp National Wildlife Refuge to the north, west, and south of the Park. Agricultural areas comprise the majority of adjacent lands along the eastern boundary of the Park. 3b. List the total estimated acreage of all existing wetlands on the property: 623 acres per NWI wetland G1S mapping. 3c. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property: 178,145 feet per USGS GIS mapping. 3d. Explain the purpose of the proposed project: The purpose of this project is to monitor and assess hydrologic and subsurface conditions within priority restoration areas identified within the Park as part of an adaptive management process. 3e. Describe the overall project in detail, including the type of equipment to be used This project will involve three primary components: 1.) The installation of two groundwater monitoring stations and one surface water monitoring station, 2 ) Drilling of up to twelve 3" (inch) diameter soil cores ranging from 30 -60' (feet) to obtain a detailed analysis of subsurface hydro - geological conditions. Up to 20 groundwater monitoring wells will be installed at each core site (1 -2 per core); and 3.) Vegetation sampling analysis consisting of establishing 10x10 meter vegetation plots adjacent to the groundwater monitoring sites to establish a baseline vegetative characterization. Groundwater monitoring stations will consist primarily of 10' sections of 2 "- diameter PVC, a 5" long electronic datalogger, stainless steel cabling, and miscellaneous support materials. A soil auger will be used to create a several -foot long, 3" diameter hole. Fine filter sand will be used as a natural filter pack to fill void spaces around the well screening along the PVC pipe. Bentonite pellets will be placed along the void space at the top portion of the well to seal this area from surface water infiltration. The surface water monitoring station will consist primarily of 10' sections of 2 "- diameter PVC, a 5" long datalogger, stainless steel cabling, 10' sections of 2x4 lumber, and miscellaneous support materials. A hammer may be used to drive the PVC into the canal bottom. Sub - surface analysis will involve the extraction of 2 -3" diameter soil cores ranging from 20 -60' in depth using a Geoprobe drilling rig. Groundwater monitoring stations will be established once the soil cores have been extracted by installing one or two 1 -2" diameter PVC monitoring wells in the core hole. Fine filter sand will be used as a natural filter pack to fill void spaces around the well screening along the PVC pipe. The station will consist primarily of the PVC well, an electronic datalogger, stainless steel cabling, and miscellaneous support materials. The wells will have a 34" locking steel cover embedded in the earth about 1', along with a 1'x1' concrete pad around the steel cover that will be flush with the ground. The length and number of PVC wells will be decided based on soil core analysis and the best estimate of water table ranges. Sod core /groundwater monitoring stations will be installed along bermed roadways and outside of jurisdictional wetlands. 4. Jurisdictional Determinations 4a. Our discussion was very beneficial to me and helped clear up some misunderstandings on my part. The new map was especially informative. There are many complicating factors involved with the overall plan to restore hydrology to the Great Dismal Swamp and I ask that the Corps be included and involved with the overall, large scale plans. But I do understand that this project is a small component that will provide information necessary for future planning. In order to move forward with this specific project, we will need some additional information: 1) we need to have the sampling area specifically identified. You can identify blocks within the park for permitting purposes, but I would like the actual points following installation. 2) preliminary soils, hydrology and vegetation information for the area where you will be working. This will allow us to determine if we have jurisdiction in the sampling area. We will complete a preliminary jurisdictional determination. There is a chance that we will over estimate the jurisdictional areas, but we will be sure to include all impacts in any issued permit. 3) specific impacts, including the number of wells and borings and where the material from the core sampling will be deposited. Include all of the devices that you might install to avoid having to ask for a modification. 4) a PCN application for a Nationwide permit 5 or 6, whichever is more appropriate. You should include the project narrative with the application package and include the wells that have already been installed, so we will have a record of them. Thanks again for the call yesterday. This project will involve three primary components: l.) The installation of two groundwater monitoring stations and one surface water monitoring station; 2.) Drilling of up to 12 three -inch diameter soil cores ranging from 30 -60 feet to obtain a detailed analysis of subsurface hydro - geological conditions. Up to 20 groundwater monitoring wells will be installed at each core site (1 -2 per core); and 3.) Vegetation sampling analysis consisting of establishing 10x10 meter vegetation plots adjacent to the groundwater monitoring sites to establish a baseline vegetative characterization. Please prepare a fund transfer form in the amount of $240 payable to the NC Division of Water Quality to cover the administrative fee for the processing of this WQC request. The WQC is required as part of a Nationwide Permit application that will be submitted to the US Army Corps of Engineers for this project.
