The Division has determined that your application is incomplete and cannot be processed. The application is on -hold until all of the following information is received: 1. Resubmit your site plans to include the following: a. The plan does not show a driveway, walkway, steps, porches, decks or any other related infrastructure. Please add these to the plan if they are to be included with the house. Label these impacts and include the impact amounts in the application. b. Please include a map with the topographic contours of the lot. c. Permanent and temporary impacts to Zone 2 of the buffer must be indicated on the plan (e.g. by shading) and include the square feet of impacts on the plan. d. Label the "Buffer Based on Field Work" to "Buffer as determined by DWQ" 2. Address the following items on the Application (PCN form) a. Part A No. 3. Owner Information: The owner is listed as Nu- Britt, LLC. DWQ will send correspondences to the registered mailing address as indicated above. b. Part B No. 2b. Surface Waters: Change the classification of the creek to WS -IV; NSW c. Part B No. 2c. River Basin: Change the river basin to the Neuse River Basin. d. Part B No. 3a. Project Description: Describe the lot and existing vegetation (grass and /or trees) before any clearing occurred for this particular project. e. Part B No. 3e. Project Description: Print the application with the complete description. f. Part C No. 6a. Basin: Please check the Neuse River Basin. g. Part C No. 6i. Comments: Describe of the permanent and temporary impacts including what type of vegetation will be disturbed or removed. Part D No. 1a and 1b. Avoidance and Minimization: Explain if the house can be moved out of the buffer to avoid the impacts. If it cannot, please explain in detail. L Part E No. 1 Diffuse Plan: Check that the project is adjacent to protected riparian buffers. Session Law 2012 -200 requires that stormwater generated by new impervious surface within the buffer be treated and diffuse flow of stormwater maintained through the buffer. Please provide a detailed plan of how diffuse flow will be maintained. j. Part F. No. 4. Sewage Disposal: Indicate if the house will have an onsite waste treatment system or connect to an existing sewer line. Pursuant to Title 15A NCAC 02B .0233 (8), the applicant shall furnish all of the above requested information for the proper consideration of the application. If all of the requested information is not received in writing within 30 calendar days of receipt of this letter, the Division will be unable to approve the application and it will be returned. The return of this project will necessitate reapplication to the Division for approval, including a complete application package. Please respond in writing within 30 calendar days of receipt of this letter by sending four copies of all of the above requested information to the Wetlands, Buffers, Stormwater — Compliance and Permitting (Webscape) Unit, 1650 Mail Service Center, Raleigh, NC 27699 -1650. Please be aware that you have no authorization under the Neuse Riparian Buffer Rules for this activity and any work done within waters of the state may be a violation of North Carolina General Statutes and Administrative Code.
