1. Please ensure that the design of each wet detention pond meets all the requirements of the NC
DWQ Stormwater BMP Manual, including appropriate surface area per the SADA tables and the
provision of a forebay. The BMP Manual is available on the DWQ web site at:
http://portal.ncdenr.org/web/wq/ws/su/bmp-manual.
2. Please provide a BMP Supplement Form for each proposed best management practice that will be
used on the site (including both worksheets, Design Summary and Required Items Checklist), as
well as all of the required items. The BMP Supplement Forms are available on the same DWQ
web site cited above.
3. Please be aware that the Stormwater Management Plan will be required to be implemented prior
to occupation of the facilities it serves. However, a permanent stormwater BMP may not be used
to treat construction runoff from a later phase of the project. Therefore, please provide assurance
that the construction runoff from future phases will be treated in separate sediment and erosion
control practices until the future phase is completely stabilized.

Annette/Sue, Attached is a PDF of the Conceptual Stormwater Management plan for the above reference project. It is
my understanding that ECS Ltd. submitted an Individual Permit to the Army Corps of Engineers for review last week. The
attached plan is intended to address how this project will conceptually comply with the required 401 Water Quality
Certification. We are proposing to submit final design, calculations, and construction details to NCDENR for review and
approval after the Army Corps approves the Individual Permit. This approach was acceptable based on our initial
meeting onsite with Sue Homewood, John Thomas and Ashley Furniture.
The site is approximately 667 acres in total area. We are proposing two wet detention ponds to treat approximately 295
acres of new and a portion of the existing impervious areas. The ponds shown on the attached plan are sized in
accordance with the current version of the NCDENR BMP manual for 90% TSS removal efficiency with 90% impervious
coverage. The runoff within the drainage boundary from the proposed development will be conveyed to the ponds via
storm drainage piping. The ponds will be constructed upland of any wetlands or streams.

1. Stormwater Management Plan (SMP) Required for DWQ Approval for the Future Phase(s)
A final, written stormwater management plan for the project (including a BMP Supplement Form for
each proposed BMP and all required items at the scales specified in the Required Items Checklist)
shall be submitted to the DWQ Webscape Unit (1650 Mail Service Center, Raleigh, NC 27699-1650)
for review and approval. The stormwater management plan must be designed to treat the runoff from
the entire built upon area in accordance with the version of the NC DWQ Stormwater BMP Manual
that is in place on the date of the submittal. The stormwater management plan must be approved by
the DWQ before any land disturbance associated with that phase may occur. Before any building is
occupied, the corresponding stormwater management plan as approved by the DWQ must constructed
and operational.
